New regulations on renting worker accommodation in industrial parks

The Lao Dong Newspaper Legal Consulting Office replied:

Article 10 of Resolution 201/2025/QH15 of the National Assembly on a number of specific mechanisms and policies for the development of social housing, stipulates the rental of social housing and worker accommodation in industrial parks as follows:

1. Enterprises, cooperatives, cooperative unions (collectively referred to as enterprises), state agencies, political organizations, socio-political organizations, and public service units are allowed to rent social housing from investors in social housing construction investment projects to arrange for their staff, civil servants, public employees, workers, and laborers to live in, including foreign workers and laborers. Production enterprises in industrial parks are allowed to rent worker accommodation in industrial parks to arrange for their workers and laborers to live in, including foreign workers and laborers.

2. Enterprises, state agencies, political organizations, socio-political organizations, public service units renting social housing and worker accommodation in industrial parks are not allowed to re-lease these houses, except in cases where they are allowed to be re-leased according to the provisions of the Housing Law.

3. Enterprises and public service units renting social housing of investors in social housing construction investment projects, workers' accommodation in industrial parks to arrange for their staff, civil servants, workers and laborers to live in and are allowed to account for the cost of renting houses in production and business costs, regular service expenses or other legal expenses according to the provisions of the law on enterprises, public service units, tax laws and other relevant provisions of law, but are not allowed to use the state budget to pay for renting houses.

State agencies, political organizations, and socio-political organizations renting social housing to arrange for their staff, civil servants, and workers to live in shall be allocated to the state budget to rent social housing to subjects entitled to receive salaries from the state budget when there is an estimate approved by competent authorities according to the provisions of the law on the state budget.

Thus, the regulations on renting workers' accommodation in industrial parks are implemented as above.
