Ninh Binh Provincial People's Committee has just issued a decision approving the adjustment of the project to build infrastructure for the Hoanh Lo Nam concentrated residential area, Giao Thuy town, former Giao Thuy district (now Giao Thuy commune, Ninh Binh province).
According to the decision, it is adjusted not to invest in leveling all land plots. Paving taluy slopes at traffic roadsides, technical crevices, etc. adjacent to locations where land plots are not leveled to ensure project stability.
The total investment level of the project remains the approved total investment level, only adjusting some items of expenses such as: site clearance, construction, equipment, project management, construction investment consulting, other expenses and contingency.
The Provincial People's Committee assigned the Giao Thuy Commune People's Committee (investor) to complete the project dossier according to this approval decision and the appraisal results of the Department of Construction, and implement the next steps in accordance with regulations on construction investment management, ensuring no duplication of volume; construction is only allowed to be carried out according to the capital allocation schedule, without allowing basic construction debts to arise. At the same time, it is fully responsible to the Provincial People's Committee, the Chairman of the Provincial People's Committee, the supervisory, inspection, examination, audit and legal agencies for the project implementation process.
The agency in charge of appraisal (Department of Construction) is fully responsible for the completeness and correctness of its appraisal contents, the legality of the design dossier and the capacity of the survey contractor, preparing adjusted feasibility study reports.
