Ninh Binh Provincial People's Committee has just issued a document on implementing the Prime Minister's conclusion at the meeting on developing rental housing in Hai Phong City and Quang Ninh, Bac Ninh, Ninh Binh, and Hung Yen provinces.
Accordingly, the Chairman of Ninh Binh Provincial People's Committee requested departments, agencies, branches, and People's Committees of communes and wards to focus on implementing key tasks to promote the development of rental housing in the area.
One of the points of view emphasized is to strongly shift from the "housing ownership" mindset to ensuring "the right to housing". In which, the development of rental housing is identified as one of the important, long-term and strategic tasks of housing policy.
People's Committees of communes and wards are required to urgently complete the review and statistics of housing needs. The review must ensure the correct and sufficient housing needs for each target group. At the same time, clearly identify rental housing needs in industrial parks, industrial clusters, urban areas and assess the affordability and housing access conditions of people.
For the Department of Construction, Ninh Binh Provincial People's Committee assigned to preside over and coordinate with relevant agencies and units to review, advise on the formulation and adjustment of urban and rural planning in the province. In which, it is necessary to specifically determine the location and scale of rental housing development areas.
Areas prioritized for implementing rental housing projects are locations near industrial parks, economic zones, new urban areas... ensuring synchronous technical and social infrastructure.
Ninh Binh Provincial People's Committee requests the Department of Construction to urgently advise to start construction of at least 1 rental housing project in June 2026. Along with that, the Department of Construction must advise on plans to implement large-scale rental housing projects in the third and fourth quarters of 2026.
Based on reviewing and evaluating rental housing needs by target group, the Department of Construction is assigned to develop a Housing Development Plan for 2030. This plan must include specific targets and indicators for each year, a list of projects, resources and a roadmap for implementation.
Ninh Binh Provincial People's Committee also assigned the Department of Construction to coordinate with the Department of Finance to study a plan to retain a certain percentage in commercial housing projects owned by the State to develop rental housing. At the same time, study a mechanism to collect a percentage in cash to supplement the local Housing Fund.
In addition, the Department of Construction is assigned to advise on plans to establish or consolidate the local Housing Fund and advise on rental housing management models to ensure compliance with legal regulations and in accordance with the actual situation of the province.
The Department of Finance is responsible for coordinating and advising on a plan to allocate resources to operate the local Housing Fund. The Department of Agriculture and Environment is assigned to review and update the land fund to serve the development of rental housing and guide land and site clearance procedures to accelerate the progress of creating a clean land fund to implement rental housing projects.
The urgent implementation of rental housing projects is expected to contribute to meeting the housing needs of people, workers, and laborers in industrial parks and urban areas. At the same time, creating more channels to access housing that are more suitable for the affordability of many groups in Ninh Binh province.
