Ninh Binh province is implementing investment in the construction of 29 social housing projects with a scale of about 32,229 apartments. For rental housing, Ninh Binh province currently does not have any projects invested by businesses.
For rental housing projects under public assets, Ninh Binh province currently has 5,427 rooms/apartments, including 480 official housing, 685 student housing, 1,786 worker dormitories, and 2,476 old public housing.
In which, some rental housing projects belonging to public assets have deteriorated and are not safe, such as the old apartment building at No. 181 and 207 Hoang Van Thu street (Nam Dinh ward, Ninh Binh province). These are seriously degraded residential areas, assessed as level D dangerous, the load-bearing capacity of some structural parts cannot meet normal use requirements, and a general dangerous situation appears.
There are also 27 other residential areas in Ninh Binh province that are assessed as level C dangerous (which have deteriorated and must be demolished and rebuilt).
Representatives of Ninh Binh Provincial Department of Construction said that according to the decision adjusting the Housing Development Program in Ninh Binh province for the period 2021 - 2030 approved by Ninh Binh Provincial People's Committee, in the period 2026 - 2030, Ninh Binh province will strive to complete the project to renovate and rebuild a 5-story apartment building on Tran Dang Ninh street, Nam Dinh ward and complete the arrangement of rental housing for households in 2 old apartment buildings at No. 181 and 207 Hoang Van Thu street. At the same time, continue to renovate and rebuild apartment buildings according to the project associated with urban renovation and embellishment.
The province sets a goal to develop housing to meet the needs of people for new construction and renovation of houses. At the same time, develop housing with prices suitable to the affordability of households with average and low incomes and policy beneficiaries. This is an important basis to better recognize the current situation and rental housing needs in the province in the coming time.
Reality shows that when industrial parks and urban areas in Ninh Binh continue to expand, they will attract a large number of workers, especially young workers, new businesses often do not have enough conditions to buy houses. Therefore, rental housing becomes a mandatory choice. However, if the supply of formal, well-invested rental housing does not keep up with demand, workers will have to turn to spontaneous boarding houses, infrastructure, sanitation, fire prevention and fighting and cultural activities are still limited.
Currently, the province is implementing the establishment of a local housing development fund to invest in building social housing, investing in building technical infrastructure, social infrastructure of social housing construction investment projects, creating social housing for rent, housing for officials, civil servants, public employees, and laborers to rent. This is a necessary direction to create stable and long-term resources for the rental housing segment" - a representative of Ninh Binh Provincial Department of Construction said.
