Accordingly, the People's Committee of Ninh Binh province assigned the Department of Construction to preside over and coordinate with the Department of Finance, the Department of Agriculture and Environment, the People's Committee of Hoa Lu city and related units to review and clarify the reason for the delay in allocating land to investors to implement social housing projects for low-income people in Ninh Phong ward (Hoa Lu city).
The People's Committee of Ninh Binh Province requested to clarify the reason why during the past time, since the provincial People's Committee approved for Truong Thang Construction and Trade Investment Co., Ltd. as the investor in the project in 2015 until now, Hoa Lu City People's Committee has not completed the land acquisition and compensation for site clearance and land allocation to implement the project.
At the same time, review and re -evaluate the capacity of investors for the above project. In case the investor does not guarantee capacity, does not actively implement the project or inefficient project or project, is not feasible, capable of prolonging, implementing slowly, does not meet the views, orientations and requirements of Ninh Binh province in social housing development. Department of Construction advises the plan to strictly handle strictly according to the provisions of law and report to the provincial People's Committee before April 28, 2025.
According to the investigation of Lao Dong Newspaper, the social housing construction project for low-income people in Ninh Phong ward (Hoa Lu city) was approved by the People's Committee of Ninh Binh province for Truong Thang Construction and Trading Investment Company Limited as the investor to implement the project in Document No. 379/UBND-VP4 dated June 17, 2015.
The project has been implemented since 2015 on a total area of 1.36 hectares, when completed, it will provide the market with 20,100m2 of floor space with 335 apartments for low-income people.
Since 2016, the project investor has paid over 2.88 billion VND to implement the compensation and support plan for site clearance. All 17 individuals and households whose land was recovered have received compensation and support and have not complained.
However, up to now, the investor has not been allocated land on site to start the project.
