On August 1, 2025, at the National Training Conference on land decentralization and delegation of authority, Ms. Nguyen Thi Minh Phuong - Deputy Head of the Department of Economics and Land Fund Development (Ministry of Agriculture and Environment) informed that one of the most notable changes is the strong decentralization of authority in the procedures for building specific land price lists and land prices.

Currently, according to Decree 151/2025/ND-CP (effective from July 1, 2025), the authority to approve the project to build a land price list still belongs to the People's Committee (UBND) at the provincial level. The selection of a consulting organization for determining land prices is carried out by the provincial land management agency. The Land Price List Appraisal Council will be established by the Provincial People's Committee.
Notably, the authority to decide to adjust, amend and supplement the land price list is delegated from the Provincial People's Council to the Provincial People's Committee. This is to shorten the process and increase the initiative of local governments.
The Department of Natural Resources and Environment will prepare documents and establish a project to build a land price list, then be appraised by the Department of Finance and approved by the provincial People's Committee. The selection of a consulting organization will be carried out in the form of bidding or assigning tasks to public service units.
The land valuation organization will conduct an investigation, survey, synthesis and analysis of information to draft a land price list. This draft is submitted for comments on the electronic information portal of the Provincial People's Committee and from relevant subjects, then completed and submitted to the Appraisal Council.
The Land Price List Appraisal Council will review and return the draft to the land management agency for completion before the provincial People's Committee decides to issue it. The results were then sent to the Ministry of Natural Resources and Environment.
The land price list will be issued on January 1 every year. If necessary, the provincial People's Committee can adjust, amend or supplement the land price list according to a similar process. If there are cases where it is necessary to determine specific land prices that the land price list has not mentioned, the price of the same area and location will be applied.
Regarding the specific land price determination process, Ms. Nguyen Thi Minh Phuong - informed that the provincial and commune land management agencies will prepare documents and select a land valuation organization. The specific land valuation council chaired by the Department of Finance will conduct an appraisal of the valuation results before returning the dossier to the land management agency for completion. The People's Committee at the competent level will issue a specific land price decision, then send the results to the Ministry of Natural Resources and Environment.
The decentralization and delegation of authority from the People's Council to the Provincial People's Committee and the expansion of the role of the commune level are important steps to streamline the land management apparatus and improve implementation efficiency.
