On August 1, information from the Ministry of Justice said that this agency had just organized a seminar to discuss and collect opinions on the content and orientation of amending and supplementing the 2024 Land Law chaired by Minister of Justice Nguyen Hai Ninh.
Minister Nguyen Hai Ninh said that the recent Central Conference discussed amending and supplementing the Land Law. It is expected that at the next session, the National Assembly will consider and approve the amendment and supplementation of the 2024 Land Law.
The Minister also emphasized that land is an issue of special importance, having a wide impact on many sectors and fields, directly affecting people's livelihoods and the development of the economy.
In the context that the country is aiming for a growth target of over 8% this year and double digits in the coming years, the requirement is to reform institutions, effectively exploit land resources to promote development.
Speaking at the seminar, Deputy Minister of Agriculture and Environment Le Minh Ngan said that in addition to the achieved results, the Land Law still has a number of shortcomings and problems that require further research, amendment and supplementation such as: The current planning system and land use plan according to the provisions of the Land Law are not in accordance with the 2-level local government organization model; there are no regulations on land recovery to implement projects with specific requirements for investment locations, emergency and urgent construction investment projects serving political and foreign affairs tasks...
Meanwhile, Minister Nguyen Hai Ninh emphasized that this is an issue that has a great impact on people, businesses, the market and the development of the country, which is the national asset.
Therefore, the reasonable contributions, contributing to the suggestion of experts and scientists at this seminar, will help the drafting agency and the Standing Committee of the Central Steering Committee on perfecting institutions and laws identify major and pivotal issues in the draft Law, in order to overcome shortcomings and limitations in the practice of organizing and implementing the law.

Regarding land ownership, according to the Minister, it is necessary to clarify the role of the State, carefully consider from international practice and experience, thereby fully concretizing the rights and obligations of the State, organizations and individuals.
Regarding the issue of resource allocation, many opinions say that the amended Land Law cannot be separated from related laws such as land finance, tax, and credit. According to the Minister, if only focusing on the content of the Land Law, it will not be complete in terms of policy.
Regarding land database, the Minister said that determining land prices will be more favorable if there is a clean, living, unified and shared data system.
This is also an important issue, requiring further opinions from experts and scientists. In addition, it is necessary to calculate a more appropriate, harmonious and principle approach to land recovery, compensation, support, and resettlement; adjust the implementation method related to the auction mechanism and bidding for projects using land.
