The Office of the Ho Chi Minh City People's Committee has just announced the conclusion of Vice Chairman of the Ho Chi Minh City People's Committee Bui Minh Thanh at a meeting on the application of the land price list after the merger, the development of the first land price list according to the 2024 Land Law and revenue from land use fees in the city.
The leaders of the Ho Chi Minh City People's Committee agreed to continue applying the regulations on land price lists in Decision No. 79/2024/QD-UBND in Ho Chi Minh City (old), Decision No. 63/2024/QD-UBND in Binh Duong province (old) and Decision No. 26/2024/QD-UBND in Ba Ria - Vung Tau province (old) until the above decisions are abolished and replaced according to regulations, or there are other instructions from competent authorities.
The Vice Chairman of the Ho Chi Minh City People's Committee assigned the Department of Agriculture and Environment to complete the draft document directing the implementation, based on the direction of the leaders of the Ho Chi Minh City People's Committee and units at the meeting. This draft needs to be discussed and agreed upon with the Department of Justice on the format and form of the document to ensure strictness and compliance with legal regulations, and submitted to the Ho Chi Minh City People's Committee before July 29, 2025.
Regarding the preparation for the first land price list according to the 2024 Land Law, the Department of Agriculture and Environment is assigned to carry out a series of key tasks.
Firstly, the department will preside over and coordinate with the Department of Justice and the Department of Finance to research and develop plans to implement the first land price list applied from January 1, 2026 according to Clause 3, Article 159 of the 2024 Land Law.
In particular, it is necessary to clearly analyze the legal basis, advantages and disadvantages of each option; ensure compliance with regulations related to authority, procedures, construction content, appraisal methods, information collection methods and related issues according to regulations. The consultation report must be submitted to the City People's Committee before August 5, 2025.
Second, the department is responsible for directly directing and disseminating to the Land Registration Offices in Ho Chi Minh City to identify the work of building a land price list as a key task from now until the end of 2025.
Units must develop specific plans, mobilize sufficient human resources, and assign tasks clearly and consistently to professional staff and civil servants to ensure progress and quality of work.
Third, the Department of Agriculture and Environment will advise the Ho Chi Minh City People's Committee to issue documents directing the contents related to the functions and tasks of 168 People's Committees of wards, communes and special zones in the area, as well as coordinate with relevant agencies and units to ensure the direction and management work is unified and synchronous in the process of building land price lists.
Finally, the department will be the unit to receive and summarize difficulties and problems arising during the implementation process; proactively work, guide agencies and units to resolve them.
For issues beyond its authority, the Department of Agriculture and Environment must promptly report to the leaders of the Ho Chi Minh City People's Committee to direct handling, ensuring that the process of building the first Land Price List is completed on schedule, with quality and in accordance with legal regulations.
