The social housing project of Lot D, part of the Ao Tien New Urban Area Infrastructure Business Project, Van Don Special Zone, is being implemented on an area of about 44,965m2 (4.5ha), expected to provide 1,172 apartments to the market and accommodate more than 2,000 people.
The investor is Mai Quyen Tourism Company Limited.
The construction investment scale includes 7 buildings, of which 5 are built as social housing, including buildings B, C, D, E, 12 floors high with technical attic and building F, 14 floors high.
The commercial housing area (building A) is designed with 14 floors, with a basement and technical attic. In addition, the project also arranges a 3-storey building for community activities (Block G) and a system of technical infrastructure and utilities around the blocks of houses.
When completed, the project will provide about 1,172 apartments, including 938 social housing apartments and 234 commercial housing apartments. All types of apartments can be sold, rented out or leased out depending on the needs and access conditions of the people.
The total investment capital of the project is about 1,242.728 billion VND. Of which, the investor's contributed capital accounts for 52.9%, equivalent to more than 657 billion VND; the remaining capital, about 585 billion VND, is mobilized from other legal sources.

Regarding progress, the project is divided into many stages. In 2025, the investor expects to complete all investment preparation procedures. By the fourth quarter of 2027, the first two social housing apartment buildings (B and C) and related technical infrastructure systems will be completed and eligible for use. In the next phase, by the fourth quarter of 2029, the next two social housing apartment buildings (D and E) will be completed and handed over.
The remaining items of the project, including the commercial, utility and synchronous infrastructure works, are expected to be completed in the third quarter of 2030.
The project's operation period is 50 years, calculated from the date of issuance of the decision approving the investment policy, and at the same time assigning the project investor to the People's Committee of Quang Ninh province.
To date, Quang Ninh province has completed 1,758 social housing units, reaching about 80%; the possibility of completion in 2025 is 2,288 units, reaching 104% of the target assigned by the Prime Minister (the plan is 2,201 units).
Currently, there are 12 social housing projects being implemented in the province with a total scale of about 16,944 units; the Provincial People's Committee is considering assigning investors to 2 projects with a scale of 1,026 units; 2 projects are being appraised with a scale of about 1,308 units.
