After an article reflecting the skyrocketing situation of land prices in Dong Hoi City (Quang Binh Province) at auctions, Lao Dong Newspaper reporters continued to monitor the auctioned land lots.
A notable case is that a person who had just won the auction of 5 land lots in the most recent session immediately successfully resold 3 lots.
In the context of Quang Binh and Quang Tri provinces preparing to unify administratively, land prices in the Dong Hoi city area, the political and administrative center, have become a "front" for investors, people are worried and hopeful. According to a survey by PV, the phenomenon of "priced change" is happening very clearly, even in the same residential group.
In residential group 5 (Hai Thanh ward, Dong Hoi city), a plot of land with an area of over 150m2 is being offered for sale at 2.7 billion VND. The seller affirmed that this price is "maintained as before", not increased after the news of merging the two provinces.
However, also in this area, another plot of land with an area of only over 110m2 was offered for up to 2.5 billion VND, an increase of more than 300 million VND compared to before the announcement of the information on the merger of provinces. These two plots of land have the same direction, the road is the same width.
The situation did not stop there. In residential group 11 (Bac Ly ward), a plot of land with the same area was advertised for sale at 2.3 billion VND, the landowner declared "no negotiation, no discount". Before the information about merging the two provinces, this plot of land was only advertised for 2.1 billion VND, and could be negotiated.
Ms. Hien Thao - a long-time expert in land trading in Dong Hoi City - said that land prices are currently unstable. Some lots kept prices unchanged, some increased sharply. This also depends on the location and actual needs.
According to Ms. Thao, the market currently has 3 main groups: buyers for real living, speculators waiting for prices to increase and the "surfing" group taking advantage of the time of price chaos to push up the difference in revenue.

Regarding the above issue, the leader of the People's Committee of Quang Binh province said that the authorities should reconsider whether these people are speculating or inflating prices or not.
In a move to stabilize the market, the People's Committee of Quang Binh province has issued a decision on land price lists for the whole area.
The Department of Agriculture and Environment of Quang Binh province informed that this price list was developed to create a balance between actual land prices and prices announced by the State.
The new land price list is not only a means of administrative management, but also a tool to regulate market psychology. For example, on the same road axis, a plot of land at the beginning of the road will have a different price than the plot at the end of the road; land on the frontage will have a different price than land behind; land in areas near the main traffic axis, near the administrative center will be determined to have a higher price...
This price classification is expected to make land prices transparent, helping people and investors more clearly define the real value of real estate.
The locality aims to make it easy for people, regardless of location, to know which price group their land plot is interested in, to facilitate transactions, and not to be overcharged by "land brokers".
