Completing the National Wage Council

Deputy Prime Minister Ho Duc Phoc signed Decision No. 992/QD-TTg dated May 22, 2025 to complete the National Wage Council.

According to the Completion Decision, the National Salary Council (Council) has 17 members including:

The Chairman of the Council is Mr. Nguyen Manh Khuong - Deputy Minister of Home Affairs;

The Vice Chairmen of the Council include: Mr. Ngo Duy Hieu, Vice President of the Vietnam General Confederation of Labor; Mr. Hoang Quang Phong, Vice President of the Vietnam Federation of Commerce and Industry; Mr. Dinh Hong Thai, Vice President of the Vietnam Cooperative Alliance.

The remaining Council members include:

- 4 representative members of the Ministry of Home Affairs;

- 4 representative members of the Vietnam General Confederation of Labor;

- 3 representative members of the central employers' representative organization (including 1 representative member of the Vietnam Association of Small and Medium Enterprises, 2 members are representatives of two central professional associations that employ many workers);

- 2 independent members are experts and scientists in the fields of labor, wages, and socio-economics (excluding experts and scientists working at agencies, units, research institutes, universities under the Ministry of Home Affairs, the Vietnam General Confederation of Labor, and central employers' representative organizations).

In addition, the Council has a technical department and a standing department to assist the Council.

The Council performs its functions, tasks and activities according to the provisions of Articles 49, 50 and 53 of Decree No. 145/2020/ND-CP.

The Chairman of the Council issued the Working Regulations of the Council, the Technical Department and the Standing Department to assist the Council.

The National Wage Council has its own seal and is managed by the Ministry of Home Affairs.

This Decision takes effect from May 22, 2025 and replaces the Prime Minister's Decision No. 449/QD-TTg of March 26, 2021 on the establishment of the National Wage Council and Decision No. 569/QD-TTg dated June 27, 2024 of the Prime Minister on appointing Mr. Nguyen Manh Cuong-Vice President of Vietnam Cooperative Union, as Vice Chairman of the National Code

According to Article 49 and 50 of Decree 145/2020/ND-CP dated December 14, 2020, the National Wage Council shall be established by the Prime Minister in accordance with Clause 2, Article 92 of the Labor Code to perform the Government's advisory function on the minimum wage established by the region; Salary policy applies to employees in accordance with the Labor Code.

The National Wage Council is responsible for researching, surveying, collecting information, analyzing and evaluating the situation of wages, minimum living standards of employees, production and business of enterprises, labor supply and demand relations, employment, unemployment in the economy and other related factors as a basis for determining the minimum wage.

At the same time, a report on the minimum wage of employees is developed in conjunction with the factors determining the minimum wage prescribed in Clause 3, Article 91 of the Labor Code.

Review the minimum living standards of workers and their families, zoning areas applying minimum wages as a basis for determining the plan to adjust the minimum wage for each period.

Every year, the Council organizes negotiations to recommend to the Government a plan to adjust the minimum wage established by region...
