Pursuant to Article 4 of Resolution 52/2025/NQ-HDND, the Hanoi People's Council has specifically regulated the Hanoi 2026 land price list as follows:
- The non-agricultural land price list is specified in Appendix No. 01 to Appendix No. 17 attached to Resolution 52/2025/NQ-HDND.
+ Residential land in the land price list applies to the land group specified in Clauses 1, 2, 3 and Point i, Clause 4, Article 5, Decree 102/2024/ND-CP.
+ Commercial and service land in the land price list applies to the land group specified in Points b, d, Clause 5, Article 5 of Decree 102/2024/ND-CP
+ Non-agricultural production and business land other than commercial or service land in the land price list applies to the land group specified in Points a, b, c, d, d, e, g, h, k, Clause 4, Points a, c, Clause 5 and Clauses 6, 7, 8, 9, 10 in Article 5 of Decree 102/2024/ND-CP of the Government.
- The agricultural land price list is specified in Appendix No. 18 attached to Resolution 52/2025/NQ-HDND.
+ Rice land and annual crop land in the land price list applicable to the land group specified in Clause 1 and Clause 7, Article 4 of Decree 102/2024/ND-CP of the Government.
+ Land for growing perennial crops in the land price list applies to the land group specified in Clause 2, Article 4 of Decree 102/2024/ND-CP of the Government.
+ Aquaculture land, concentrated livestock land in the land price list applicable to the land group specified in Clause 4 and Clause 5, Article 4 of Decree 102/2024/ND-CP of the Government.
+ Protective forest land, special-use forests, and production forests in the land price list applicable to the land group specified in Clause 3, Article 4 of Decree 102/2024/ND-CP of the Government.
+ The agricultural land price list within the residential area of communes, wards and rural residential areas that have been determined to have a boundary according to the planning approved by a competent state agency (in case there is no approved planning, it will be determined according to the boundary of a land plot with houses outside the same residential area) is determined to be higher, but not exceeding 50% of the corresponding agricultural land price.
+ The determination of plains, midlands, and mountainous areas is determined according to the administrative boundaries of communes, wards, and towns before rearranging commune-level administrative units of Hanoi city according to Resolution 1656/NQ-UBTVQH15.
- Unused land price: When there is a need for a price to calculate compensation for a person who violates the law for an unused land, based on the price of the adjacent land with the highest price (in case of adjacency to two or more different types of land) to determine the land price. When the land has not been used by a competent authority, based on the land price of the same type and purpose of use as prescribed in Resolution 52/2025/NQ-HDND to determine the specific price.
