Article 66 of this Decree provides:
1. The operating costs of basic land investigation, land registration, issuance of land use right certificates, ownership of assets attached to land, and the information system and national database on land are guaranteed by the state budget and other legal funding sources according to the provisions of law.
2. The cost of surveying and mapping activities is guaranteed by the local budget and other legal sources of funding according to the provisions of law.
3. Funding for land investigation and evaluation; land protection, improvement and restoration
a) Activities of surveying, establishing, adjusting, appraising technical designs, estimates and implementing land investigation and assessment; protecting, improving and restoring land nationwide and in socio-economic regions are guaranteed by the central budget from regular expenditures from environmental protection and economic activities;
b) Land investigation and assessment activities; protection, improvement and restoration of provincial-level land are guaranteed by the local budget from regular expenditures from environmental protection and economic activities.
4. Funding for the construction, management, operation, maintenance and upgrading of the National Land Information System and the National Land Database shall be provided from development investment expenditures and regular state budget expenditures according to budget decentralization; from revenue from fees for exploitation and use of land documents according to the provisions of the Law on Fees and Charges; from revenue from prices of products and value-added services using information from the database and the National Land Information System according to the provisions of the law on prices and other funding sources according to the provisions of the law.
The arrangement from the state budget is carried out according to the provisions of the State Budget Law and the Public Investment Law.
