90 days to get rich, clean up land data facilities
The Ministry of Agriculture and Environment and the Ministry of Public Security have just issued Plan 151/KH-BCA-BNN&MT on the implementation of the national land database (CSDL) enrichment and cleaning campaign.
The campaign will be implemented for 90 days, starting from September 1, 2025 to November 30, 2025, nationwide, deployed at the central level by the Ministry of Agriculture and Environment, the Ministry of Public Security; deployed locally by the People's Committees of provinces and cities, deployed to the levels of communes, villages, hamlets, residential groups, residential groups...
The campaign will review and clean up all land databases that have been built over the periods at 2,342/3,321 commune-level units; collect, digitize, and create data for Certificates (residential land, housing) that have been issued but have not yet been built.
The implementation content will focus on completing the existing land database to ensure "correct - sufficient - clean - safe", in which, building technical guidance materials and professional processes on collecting, updating, editing, and supplementing information on land database and implementing local government at 2 levels; reviewing and classifying land data that has been built before (about 49.7 million plots of land at 2,342/3,321 commune-level units) into 3 groups.
Group 1, localities have built websites and data are being used and ensure "correct - sufficient - clean - alive".
Group 2, localities that have built websites but the data needs to be correct, complete, supplement and authenticate information of land users and owners of assets attached to land;
Group 3, localities have built CSDLs but the data cannot be used, so they need to rebuild them.
In addition, authenticate the information of the Land user and Homeowner on the existing database with the national population database; review, update, correct, and add missing information of the land plots, information on the ID card/Citizen identification card (CCCD) of the land user and property owner to the Land database.
The plan also requires the implementation of building land and housing data for places where a database has not been built, including collecting copies and photos of all types of Certificates of land use rights and house ownership rights and ID cards, CCCDs of land users and home owners; digitizing, scanning Certificates and building, creating data of land and housing users.
The implementing units will synchronize, connect, and share land records to unify and share, including synchronizing land records of 34 provinces and cities to focus and unify national land records at the Central level.
Synchronize the information of the land user on the Certificate with the Land Database
According to the plan, the Ministry of Agriculture and Environment is assigned to develop documents and forms to guide localities in collecting types of Certificates of residential land and houses that have not been built with a database of land use and Citizen Identification Cards (CCCD) of land users and home owners; Develop documents, technical instructions and synchronous solutions for land database currently operating locally to the National Land Database and connect, integrate and synchronize with the National Population Database, National Data Center and ministries, branches...
The Ministry of Public Security is assigned to organize the matchmaking and authentication of information and data of Land Lders and Housing Owners based on the existing database provided by the Ministry of Agriculture and Environment to the National Population Database; Deploy the digitization and cleaning of land data information via the VNelD national identification application to be completed before September; Synchronize data to the National Population Database to serve the issuance of location identification codes and form location maps and integrated information and documents on VNelD starting from November 1...
Localities promote and disseminate the 9-day campaign to get rich and clean up local Land Databases. The goal is to synchronize the information of land users on the Certificate with the Land Database, National Population Database and ensure the rights of people when accessing information about land, creating convenience when using the National Public Service Portal, using the VNeID application.
