Ho Chi Minh City Ring Road 4 has a total length of about 207 km, passing through 5 localities including Ho Chi Minh City (20.5 km), Binh Duong (47.95 km), Dong Nai (46.08 km), Ba Ria - Vung Tau (18.23 km) and Long An (74.5 km).
This is the largest road project in the Southeast region to date, with special importance in connecting traffic and developing the economy.
Of which, the 48 km section through Binh Duong will be implemented by this locality as an independent project according to the Resolution of the Provincial People's Council.
The remaining 160 km will be integrated into a comprehensive project jointly implemented by provinces and cities, submitted to the National Assembly for approval of the investment policy in the upcoming May session, with a total estimated investment of more than VND 120,000 billion.

According to the pre-feasibility study report, the entire project will use about 1,415.49 hectares of land. Including 455.71 hectares of rice land, 245.16 hectares of other agricultural land, 152.21 hectares of residential land, 511.33 hectares of perennial land, 5.90 hectares of non-agricultural production and business land and 45.18 hectares of other land.
The section of Ring Road 4 passing through Ho Chi Minh City will occupy 206.5 hectares of land, including 173.64 hectares in Cu Chi district and 32.86 hectares in Nha Be district. In Ba Ria - Vung Tau province, the land area to be recovered is 146.8 ha; Dong Nai is 482.68 ha; and Long An is 579.51 ha.
In total, about 5,862 households will be affected by land acquisition for the Ring Road 4 project.
Of which, Ho Chi Minh City has 1,280 households (Cu Chi district with 1,235 households and Nha Be district with 27 households). Dong Nai province has 1,697 affected households, Long An 2,290 households and Ba Ria - Vung Tau is 595 households.
The preliminary cost for compensation, support and resettlement for the Ho Chi Minh City Ring Road 4 project is about VND41,090 billion.
Ho Chi Minh City needs about VND 8,218 billion (Cu Chi district needs more than VND 6,691 billion and Nha Be district needs more than VND 1,527 billion). Dong Nai needs VND9,333 billion; Long An is VND19,529 billion; Ba Ria - Vung Tau is VND4,007 billion.

After the National Assembly approves the investment policy for the Ho Chi Minh City Ring Road 4 project, the localities where the route passes will simultaneously deploy site clearance, implement compensation, support and resettlement plans.
This process will be carried out publicly, transparently, in accordance with legal regulations, while ensuring stable life, creating livelihoods, vocational training and having reasonable compensation policies for affected people, thereby creating high consensus in society.
Currently, the Ho Chi Minh City People's Council and the provinces of Dong Nai, Ba Ria - Vung Tau, Long An have all agreed on the investment policy for the Ho Chi Minh City Ring Road 4, and committed to balancing local budgets to participate in the project.

The State Evaluation Council has also approved the report on the results of the pre -feasibility study report of the Ho Chi Minh City Ring Project, and proposed the Government to soon approve at the proposal of the People's Committee of Ho Chi Minh City to promptly submit to the National Assembly in May 5225.
Ho Chi Minh City is currently coordinating with the Ministry of Construction to receive comments from the Council and ministries and branches to complete the Government's submission.
According to the plan, the Ho Chi Minh City Ring Road 4 project will start construction in 2026 and be completed in 2028. When put into operation, this route will become a strategic traffic axis, connecting highways, national highways, seaports, airports... thereby promoting the socio-economic development of the entire Southern Key Economic Zone.
