Ho Chi Minh City's Ring Road 3 sprints to the finish line

After more than 18 months of delays due to a lack of sand supply for filling, the Beltway 3 project through Ho Chi Minh City is entering the accelerated construction phase. Some sections will be technically opened to traffic in 2025, the entire route is expected to be completed in 2026.

Speed ​​up construction on the entire route

In late December, at the XL3 package (over 3km long), hundreds of engineers and workers are urgently installing girders and constructing piers of the viaduct. This is one of the 5 packages of the Ring Road 3 project through Thu Duc City (HCMC). Up to now, the XL3 package has reached nearly 40% of the workload. In particular, the area passing through Vinhomes Grand Park urban area has installed bridge girders. The remaining 4 packages have reached 15-20%.

Mr. Pham Van Thang - Deputy General Director of Thai Yen Construction Investment Joint Stock Company, a member of the consortium implementing the XL3 package - said that workers are working in three shifts, four shifts, even during the 2025 Lunar New Year, to ensure completion by the end of 2025.

The belt route through Ho Chi Minh City has a total length of more than 47km, of which 14.7km through Thu Duc City is built on high ground (overpass), connecting from Ho Chi Minh City - Long Thanh - Dau Giay Expressway to Tan Van intersection.

According to Mr. Le Ngoc Hung - Deputy Director of the Management Board of Investment and Construction of Traffic Works in Ho Chi Minh City, the elevated section through Thu Duc City will be technically open to traffic on December 31, 2025.

According to Mr. Le Ngoc Hung, currently 10 construction packages of Ring Road 3 through Ho Chi Minh City have reached about 30% progress. In addition to the elevated section through Thu Duc City, the remaining sections in Cu Chi, Hoc Mon and Binh Chanh districts (nearly 33km long) will be technically opened to traffic in April 2026, completing the entire route on June 30, 2026.

“The management board has just launched a 365-day and night competition to speed up progress. Contractors are committed to working three shifts continuously, without holidays or Tet. At the same time, the management board is coordinating with local authorities to resolve problems and ensure the project is completed on schedule,” said Mr. Hung.

According to Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong, with more than 14km of elevated road through Thu Duc, the goal is not only to open to traffic but also to put it into operation by the end of 2025. When this road section is put into operation, it will reduce traffic pressure for the East of Ho Chi Minh City, while contributing to the national goal of having 3,000km of expressway by 2025.

"The area near the Ho Chi Minh City - Long Thanh - Dau Giay expressway intersection needs to complete related items before April 30, 2025 to synchronously connect with the Nhon Trach bridge project, promoting the effectiveness of the works" - Mr. Cuong emphasized.

Difficulties in site clearance

Although the overall progress is being accelerated, site clearance remains a major challenge. In Thu Duc City, the XL3 package through Vinhomes Grand Park is still stuck with four households, preventing the contractor from completing the overpass piers. Similarly, at the XL5 package near Tan Van intersection, some locations have not yet been cleared. A representative of DELTA Construction and Trading Joint Stock Company, the contractor for this package, said that the equipment and human resources lines are currently suspended, affecting the construction plan.

In Binh Chanh district, a land plot of more than 2,600 square meters has not yet been handed over because the residents have not agreed to relocate.

Mr. Vo Tri Dung - Head of the Compensation and Site Clearance Board of Thu Duc City - said that the section through Tan Van intersection is stuck with households with state-owned houses. The problem lies in determining the selling price of the area exceeding the limit according to the conclusion of the State Audit. Thu Duc City has requested the Department of Construction to guide the handling to remove the difficulties.

Meanwhile, Mr. Tran Ngoc Vu - Deputy Head of the Compensation and Site Clearance Board of Binh Chanh District - said that the unit is planning to force households to hand over the site for the project, expected to be implemented in January 2025.
