Regarding the issue of short-term accommodation in apartments, on June 5, the Ho Chi Minh City Department of Tourism said that in recent years, the sharing economic model in the accommodation sector, especially short-term accommodation in apartments, has developed strongly in Ho Chi Minh City. Thereby, meeting the diverse needs of international tourists, experts, short-term workers and young people who love to experience homestays.
However, this model also has many shortcomings such as difficulties in managing security and order, not ensuring fire prevention and fighting conditions, and not having a strict monitoring mechanism.
At the same time, there are potential risks for tourists, especially related to benefits when there are no clear service contracts, legal invoices and documents, affecting the image of the city's destination.
Previously, in February 2025, the Ho Chi Minh City People's Committee issued regulations on the management and use of apartment buildings in Ho Chi Minh City, including regulations on the management of apartment exploitation activities as accommodation facilities for tourism in apartment buildings, and conditions for exploiting apartments for tourism accommodation services. This problem has directly affected households that have been doing business under the Airbnb model in recent times.
Implementing the policy of the Ho Chi Minh City People's Committee on economic development shared in the city in the period of 2025-2030, in which the Department of Tourism is assigned to coordinate with the Department of Science and Technology and related units to study and develop policies to promote the development of shared economic model in the field of tourist accommodation in Ho Chi Minh City.
The policy is expected to be completed in 2027. The main contents include building a complete legal framework, suitable for reality, regulating business registration, granting licenses to short-term accommodation business owners; developing and implementing tax policies for room rental activities through shared platforms, in accordance with the tax system of Ho Chi Minh City and the national tax system.
