The Department of Construction of Da Nang City has responded to voters on the Portal to give comments on legal issues in the new Thuan Phuoc Urban Area project invested by Thuan Phuoc Bay Urban Investment Joint Stock Company on June 26.
According to the reflection, on March 21, Thuan Phuoc Bay Urban Investment Joint Stock Company held a groundbreaking ceremony for the Thuan Phuoc New Urban Area super project worth more than VND 11,490 billion. Shortly after that, the Thuan Phuoc New Urban Area project was announced by the Department of Construction of Da Nang City to be eligible for mobilization. However, since the start of the project, the project has been almost unimplemented, with no workers or machinery on site.
Regarding the response of the Department of Construction, this unit said that it has issued an official dispatch allowing the investor to raise capital for about 1,880 townhouses and 212 villas. The form of mobilization is through capital contribution, investment cooperation, business, joint ventures, and associations according to the Housing Law.
The conditions for capital mobilization only include the project having been allocated land, leased land and having a written notice of eligibility from the Department of Construction. Notably, this regulation does not require projects to be started before capital can be raised.
Regarding progress, the City People's Committee has approved the adjustment of the investment policy at the end of 2024, with a roadmap to complete phase 1 in the first quarter of 2026 and the entire project in the fourth quarter of 2030.
The Department of Construction also informed that it had granted a construction permit for the technical infrastructure item (landing) and the investor held a groundbreaking ceremony on March 21.
The Department of Construction affirmed that state management agencies will closely monitor the project progress and the progress of land use. Any violations (if any) will be inspected and strictly handled according to the law.
