Accordingly, in the Non-agricultural Land Price List, adjust: residential land prices; commercial land prices; non-agricultural production and business land prices that are not commercial or service land of 2,618 routes.
For the Non-agricultural Land Price List in villages, adjust: residential land price; commercial and service land price; non-agricultural production and business land price that is not commercial or service land of 235 of the named route and 78 inter-village and inter-commune roads in Hoa Vang district.
In the Non-agricultural Land Price List for urban and rural areas, for unnamed roads in residential areas, adjust: residential land prices; commercial and service land prices; non-agricultural production and business land prices that are not commercial or service land of: 9 residential areas in Hai Chau district; 8 residential areas in Thanh Khe district; 10 residential areas in Son Tra district; 4 residential areas in Ngu Hanh Son district; 6 residential areas in Cam Le district; 4 residential areas in Lien Chieu district; 13 residential areas in Hoa Vang district; 9 areas in Da Phuoc International Urban Area (belonging to Hai Chau district and Thanh Khe district).
In the Agricultural Land Price List, adjust the prices of land for annual crops, land for perennial crops, land with aquaculture water surface (excluding natural water surface), production forest land in communes in Hoa Vang district and wards in the city.
In the Urban Non-agricultural Land Price List, land prices will be adjusted for 16 newly named routes according to Resolution No. 66/2024/NQ-HDND dated December 13, 2024.
Decision No. 45/2025/QD-UBND also adjusted and supplemented the content at Point c, Clause 4, Article 10 of Decision No. 09/2020/QD-UBND dated April 7, 2020 of the City People's Committee: "The land price for people's markets and unit markets is equal to 60% of the price of non-agricultural production and business land that is not commercial service land in the same location".
According to Decision No. 45/2025/QD-UBND, in case the land plot or land plot is located adjacent to a street or a section of street, the land price of that street or section of street will be applied. Land plots and land plots in residential areas, resettlement areas, and urban areas shall be applied according to the land price/of that residential area, resettlement area, or urban area.
Location, location, and boundary used in the land price list are locations, locations, and boundaries determined at the time of June 1, 2025.
In case the competent state agency has received the valid dossier of the land user to recognize the land use right; paid taxes and fees when transferring land use rights and other cases of granting a Certificate of Land Use Rights before the effective date of this Decision, it shall continue to be implemented according to regulations at the time of submitting the valid dossier.
In particular, for cases where at the time of submitting valid documents of land users to pay income tax from land use rights transfer; pay taxes and fees when transferring land use rights before the effective date of this Decision but the land price is not yet included in the land price list, the land price according to this Decision will be applied.
This decision takes effect from July 7, 2025. Abolish the appendix on residential land prices; commercial and service land prices; non-agricultural production and business land prices that are not commercial and service land in urban and rural areas; prices of agricultural land in Decision 59/2024/QD-UBND dated December 31, 2024.
