On April 28, Tay Ninh Provincial People's Committee organized the announcement of the content of adjusting the provincial plan for the period 2021-2030, with a vision to 2050. The plan was approved earlier according to the decision dated February 26, 2026, in order to update the new development context, in line with the requirements of regional linkage, growth model transformation and effective exploitation of local potential.
According to the plan, the research scope includes the entire area of more than 8,536 km2 of Tay Ninh province after arranging administrative units, with a location adjacent to Ho Chi Minh City, Dong Nai, Dong Thap and Cambodia. This is an important advantage for the locality to promote its role as an international trade gateway, connecting the Southeast region with the Mekong sub-region and Southeast Asia.
High growth target, strong economic restructuring
The plan defines the goal that by 2030, Tay Ninh will become a dynamic, green and sustainable developing province, a strategic connecting center between the Southeast region and the Mekong Delta, and also an important trading hub with Cambodia.
In the period 2026-2030, the province sets a target of GRDP growth averaging 10-10.5%/year; labor productivity increasing by 8-9%/year, contribution of total factor productivity (TFP) over 55%. GRDP per capita reaches about 8,000-8,500 USD (equivalent to 210-225 million VND), average income reaches 94 million VND/person.

The economic structure continues to shift towards industry - construction playing a leading role, accounting for about 55-56%; services account for 26-27%; agriculture decreases to about 13-14%. The scale of the digital economy is expected to reach 30% of GRDP, reflecting the development orientation based on technology, innovation and digital transformation.
State budget revenue in the 2026-2030 period is expected to increase by 50% compared to the previous period, while the proportion of total social investment capital reaches about 34-35% of GRDP, creating a foundation for long-term growth.
Develop infrastructure, urban areas and improve the quality of life
One of the pillars of the plan is the development of a synchronous infrastructure system, especially inter-regional transport. Tay Ninh will prioritize completing strategic connecting routes such as Ring Road 4 HCMC, inter-regional expressways, Moc Bai - Xuyen A industrial - urban corridor and HCMC - Tay Ninh - Dong Thap axis. At the same time, the province is studying extending the urban railway line from HCMC to Tay Ninh to improve transportation capacity and connectivity.
The urbanization rate by 2030 is expected to reach 45% or more. The province aims to strongly develop housing, with a total floor area of about 236 million m2, an average of 33 m2/person; of which social housing is about 5.4 million m2 with 90,000 apartments.
In the social field, Tay Ninh aims to comprehensively improve the quality of life of people. The rate of trained workers reaches 80%, of which 35% have degrees and certificates. The province strives to achieve universal health insurance coverage, 60% of the labor force participates in social insurance and no more poor households according to central standards in the 2026-2030 period.
Health and education targets have also been improved, with the goal of reaching 12 doctors/10,000 people, 80% of schools meeting national standards, and the human development index (HDI) reaching about 0.78.
Sustainable development, towards an industrial - service center
The plan emphasizes the viewpoint of sustainable development, not trading the environment for economic growth. The province sets a target of 100% of industrial parks and clusters having standard wastewater treatment systems; 100% of hazardous waste is treated according to regulations; the collection rate of domestic waste reaches 100% in urban areas and 98% in rural areas. The forest cover rate is maintained stably at about 10%.
At the same time, Tay Ninh promotes the development of green economy, circular economy, strengthens climate change response and efficient use of natural resources, especially land and water resources.
Vision to 2050, Tay Ninh strives to become a developed industry - service province, with a modern, smart, and environmentally friendly industry; high-tech agriculture; strong trade and tourism development. At the same time, the province aims to become an important international trade gateway of the Southeast region, deeply integrating into the Southeast Asian regional value chain.
The announcement of this planning adjustment is expected to create an important basis for Tay Ninh to implement key programs and projects, attract investment and promote socio-economic growth in the coming period.
