On June 28, Thanh Hoa Provincial People's Committee said that the Chairman of the Provincial People's Committee has just approved the Project on building the Thanh Hoa Provincial Land Database (adjusted), phase 2026 to the end of the third quarter of 2027, with a total budget of more than 2,430 billion VND to modernize land management.
According to the project, the goal is to complete the database system and develop and operate a synchronous land information system, effectively serving state management, land registration, issuance of land use right certificates, land recovery, site clearance, planning, land use plans, land statistics - inventory and land price management.
At the same time, the data system will create a platform to resolve administrative procedures on land in an electronic environment, serving people and businesses to exploit information quickly and transparently, contributing to improving the investment environment and promoting digital transformation in the field of natural resources and environment.
In 2026, the province is expected to complete the correction of cadastral maps on an area of 109,046 ha, with 364,604 land plots; and register land for all of these plots and build a cadastral database for 2,853,464 land plots in 159 communes and wards, reaching about 81% of the project volume.
By the end of the third quarter of 2027, Thanh Hoa continued to complete land registration for 668,456 land plots, issue land use right certificates for 110,310 dossiers; and at the same time complete the cadastral database for all remaining plots, along with a data system on statistics, inventory, land use planning and land prices in 166 communes and wards.
Notably, the project also includes new and re-measuring cadastral maps in many areas without sufficient data, with a total area of more than 692,000 hectares, related to more than 4.5 million land plots.
For effective implementation, the province will review and upgrade information technology infrastructure, server systems, transmission lines and security; select unified land management software throughout the province, ensuring synchronous connection with the Central Government.
In parallel, Thanh Hoa promotes digital transformation in the field of land, restructuring administrative procedures in the direction of maximizing the land database and the national population database, reducing paperwork, shortening procedures, and expanding full online public services.
The province also strengthens information security and network security throughout the process of building, operating and exploiting the data system.
The total cost of implementing the project is more than 2,430 billion VND, of which about 1,131.6 billion VND will be allocated in 2026 and about 1,298.4 billion VND in 2027. In addition, the province allocates nearly 46.7 billion VND for infrastructure and information technology software leasing to serve system operation.
The capital source is balanced from the provincial budget, including at least 10% of the revenue from land use fees, annual land rent and other legal sources.
