After 12 days of urgent and serious work, with a spirit of science, innovation, and high responsibility, on the morning of April 24, the First Session of the 16th National Assembly completed the entire content and program set out.
After the closing session, under the chairmanship of the Secretary General of the National Assembly, Chairman of the National Assembly Office Le Quang Manh held a press conference to inform about the results of the session.
Answering questions about the meaning and impact of the National Assembly's adoption of the Resolution on handling violations of land law arising before the 2024 Land Law took effect, Pham Thi Hong Yen, a full-time member of the National Assembly's Economic and Finance Committee, said that before this law took effect, violations in land management and use had occurred in many localities across the country.
These violations originate from many causes, conditions, and contexts with different motives and purposes. Many cases and incidents have been directed to be detected and handled strictly, promptly, and in accordance with legal regulations.
Through inspection, examination and handling of criminal liability in the past time, the Government said that there are many cases of violations not for self-interest purposes, but stemming from the desire to attract investment, create favorable conditions for businesses to develop the economy, increase budget revenue, create jobs and improve people's lives.
In addition, some projects and works, although there are violations, still bring practical efficiency, in line with the legitimate needs and interests of people and businesses, making positive contributions to the socio-economic development of the locality and the whole country.
Therefore, Ms. Yen said that to meet practical requirements, liberate land resources, and serve the goal of double-digit economic growth, right at the first session of the 16th National Assembly, the Government submitted this Resolution to the National Assembly for discussion and adoption.
The Resolution after being issued will create a unified mechanism in objectively and comprehensively assessing cases; considering and handling organizations and individuals to ensure rationality and reasonableness; and at the same time, considering the specific historical context, in accordance with legal regulations at the time of the violation, correctly assessing the motives and purposes of violations, the actual conditions of each locality as well as the socio-economic efficiency compared to the damage caused" - Ms. Yen clearly stated.
The Resolution stipulates strict but humane handling methods, aiming to soon resolve and completely resolve prolonged backlog cases and cases, thereby showing the lenient policy of the law.
At the same time, the implementation of the Resolution will contribute to forming a mechanism to protect dynamic, creative cadres who dare to think and dare to do for the common good, not corrupt, wasteful, or negative; overcoming the situation of avoidance and shirking responsibility among a part of cadres.
This is also a direct solution contributing to the implementation of the double-digit economic growth target in 2026, creating a solid foundation for localities and the whole country to aim to maintain high growth rates in the period 2026–2030.
