Regional planning licensed without auction
On July 13, the Thanh Hoa Provincial Electronic Information Portal posted a decision approving the area not to auction mineral exploitation rights for the land mine for filling materials in Cac Son commune.
According to the decision, the mine area has a total area of 8ha, including area 1 with a width of 6ha and area 2 with a width of 2ha. The mine is under the licensing authority of the Chairman of Thanh Hoa Provincial People's Committee and is identified to supply materials for works and projects according to the provisions of the Law on Geology and Minerals.
Land from the mine area is expected to serve many projects in Nghi Son Economic Zone and related localities, including the Integrated Development Project of Dynamic Cities - Tinh Gia Urban Sub-project borrowed from the World Bank; road connecting the North - South expressway, National Highway 1A with Nghi Son port; East-West routes; coastal road connecting to the southern port area of Nghi Son Economic Zone.
The soil mine is also identified as supplying materials for resettlement areas to serve site clearance for the North-South high-speed railway project in Dong Tien and Ham Rong wards; the project to handle landslides and damage to sea dykes in Hoang Thanh and Hoang Tien communes and the project to overcome the right dyke of the Thi Long River in Cac Son commune.
The Department of Agriculture and Environment is assigned to publicly announce the content of zoning areas not for auction; coordinate to guide investors and localities to select qualified organizations to request exploitation licenses.
The People's Committee of Cac Son commune is responsible for managing and protecting unexploited minerals, coordinating the implementation of licensing procedures and being responsible if illegal mineral exploitation occurs.
Continuously granting rights without auction
This is one of many mineral areas that Thanh Hoa has identified as not auctioning exploitation rights from the beginning of 2026 to date, mainly to provide materials directly for public investment projects, infrastructure works or as raw materials for production.
Accordingly, on June 25, Thanh Hoa Provincial People's Committee issued Decision No. 1867/QD-UBND, approving 3 sand mine areas on the Ma River without auctioning exploitation rights, with a total area of about 42.5ha. In which, area 1 is about 19.9ha wide in Vinh Loc and Yen Truong communes; area 2 is 12ha wide in Quy Loc commune; area 3 is about 10.6ha wide in Cam Van and Quy Loc communes.
Previously, on June 16, Thanh Hoa Provincial People's Committee issued Decision No. 1758/QD-UBND, delineating the 1ha wide leveling land mine in Ha Trung commune as an area without auctioning exploitation rights. The land source is used for resettlement areas, cemeteries and some works serving site clearance for the North-South high-speed railway project.
At the end of April 2026, the province also put the 10.89ha leveling soil mine in Sao Vang commune into the area without auctioning exploitation rights. This soil mine is identified as supplying materials for projects invested by Thanh Hoa Provincial Police, including commune and ward police headquarters; temporary detention center; mobile police headquarters and provincial police barracks.
At the same time, 2 land mine areas in Vinh Loc commune, including an area of 2.9ha in Nhat Quang village and an area of 2.7ha in Bong Phon village, were also approved not to auction exploitation rights to supply materials for the Vinh Hoa Industrial Cluster Project.
In addition to leveling land and construction sand, on April 10, Thanh Hoa Provincial People's Committee issued Decision No. 1113/QD-UBND, approving the 25.2ha clay mine in Bim Son ward as an area without auctioning exploitation rights, serving as raw materials for cement production.
According to the request of the Provincial People's Committee, the delimitation of non-auction areas is the basis for implementing the steps of selecting units and licensing. Organizations are only allowed to exploit after completing all procedures on minerals, land, environment and related regulations.
