According to information from the Quang Ninh Provincial Department of Construction, the investor of the social housing project in the 20% land fund of the Northwest Housing Group project on Tran Thai Tong street, Cao Xanh ward has just announced an average selling price of 24.259 million VND/m2 (including value-added tax, excluding maintenance costs).
Quang Ninh Provincial Department of Construction requests that, within 180 days from the date of acceptance of the completed construction project and putting it into use, the investor is responsible for conducting a state audit or independent audit, finalizing construction investment costs in accordance with the provisions of housing law, construction law and other relevant legal regulations; and at the same time send a set of audit and finalization dossiers to the Department of Construction to check the selling price of social housing.
In case the selling price of social housing according to the audit, finalization and inspection results of the Department of Construction is higher than the selling price signed by the investor, the investor is not allowed to collect additional differences from social housing buyers.
In lower cases, the investor must return the difference to the buyer of social housing. The investor is not allowed to collect money exceeding 95% of the contract value until the home buyer is granted a Certificate of land use rights, ownership of assets attached to land and completes the return of the difference (if any).
Quang Ninh Department of Construction also announced information on receiving applications to buy social housing under the Social Housing Area project at Da Giac 3, Hung Thang Service Urban Area, Bai Chay ward. The project has 1,226 apartments for sale in phase 1, with an average temporary selling price of 24.818 million VND/m2.
According to the plan, from July 21 to August 21, 2026, the investor of the social housing project in Da Giac 3, Hung Thang Service Urban Area will receive applications to buy social housing in the first phase.
These are the first social housing projects in the province to be announced with selling prices exceeding the 24 million VND/m2 mark.
Social housing projects announced with the highest selling price before were also only over 23.6 million VND/m2.
The social housing project at plot 1C. OM-01 under Sub-area 1 Planning, Ha Tu ward, announced by the Department of Construction in April 2026 has an average temporary selling price of 23.634 million VND/m2. The project includes 602 apartments, with areas from 47.64 - 77 m2 and all for sale.
Meanwhile, the selling price of social housing in Quang Ninh's first social housing area - the Social Housing Area Project in the Bank Hill Residential Area - is 16,228,000 VND/m2 (including VAT and apartment building maintenance costs).
To have the above price, according to calculations, each apartment has been favored and supported by the State with about 500 million VND in land use fees, thereby aiming to reduce the selling price for workers.
