The time for issuing red books according to new regulations, the first issuance of red books must not exceed 3 working days

The first issuance of a Certificate of Land Use Rights (red book) and ownership of assets attached to land shall not exceed 03 working days.

Decree 151/2025/ND-CP of the Government stipulates the time for carrying out procedures for registration of land, assets attached to land, issuance of Certificates of land use rights, and ownership of assets attached to land.

Accordingly, the first registration of land and assets attached to land shall not exceed 17 working days; the issuance of the first Certificate of land use rights and ownership of assets attached to land shall not exceed 03 working days.

Registry of changes in land and assets attached to land, issue Certificates of land use rights and ownership of assets attached to land, the implementation period is as follows:

- In case of converting agricultural land use rights without following the plan for consolidation, plot exchange or transfer, inheritance, donation of land use rights, ownership of assets attached to land, capital contribution in the form of land use rights, ownership of assets attached to land, it is not more than 08 working days; in case specified in Point a, Clause 2, Article 24 of Decree No. 101/2024/ND-CP, it is not more than 10 working days; in case specified in Point b and Point c, Clause 2, Article 24 of Decree No. 101/2024/ND-CP, it is not more than 20 working days;

- In case of selling, inheriting, donating or contributing capital in assets attached to land leased by the State for annual land rent collection, the time for determining land prices and signing land lease contracts shall not exceed 08 working days, not including the time for determining land prices and signing land lease contracts;

- In case of leasing or subleasing land use rights in infrastructure construction and business projects, it shall not exceed 04 working days;

- In case of canceling the registration for lease or sublease of land use rights in infrastructure construction and business projects, it shall not exceed 03 working days;

- In case of changing the name or information about the land user, owner of the property attached to the land or changing the land plot's number or address, it is not more than 04 working days; in case of reducing the land plot area due to natural landslides, it is not more than 10 working days;

- In case of changes in restrictions on land use rights, ownership rights of assets attached to land or changes in rights of adjacent land plots, it shall not exceed 05 working days;

- In case a household or individual establishes a private enterprise and uses land for business production activities of the enterprise, it shall not exceed 08 working days;

- In case of registration of ownership of assets attached to a plot of land with a Certificate issued, it shall not exceed 08 working days; in case of assets that have been certified for ownership on the issued Certificate but registered for change of assets, it shall not exceed 05 working days;

- In case of change of land use rights, ownership of assets attached to land due to division, separation, consolidation, merger, conversion of organizational models, conversion of business types according to the provisions of law on enterprises or the agreement of household members or of husband and wife or of a group of common land users, a group of common property owners attached to land, it shall not exceed 08 working days;

- In case of receiving land use rights, ownership rights of assets attached to land according to the results of successful mediation of land disputes, complaints, denunciations about land or judgments, decisions of the Court, decisions to enforce judgments of the enforcement agency that have been enforced; the decision or verdict of the Vietnam Commercial Arbitration on resolving disputes between parties arising from commercial activities related to land shall not exceed 08 working days;

- In case of receiving land use rights and ownership of assets attached to land due to handling mortgaged assets, the time limit shall not exceed 08 working days;

- In case of changes in land use rights for construction of works on the ground serving the operation, exploitation and use of underground works, the underground works ownership rights shall not exceed 10 working days;

- In case of selling assets, transferring, or transferring land use rights that are public assets according to the provisions of law on management and use of public assets, the time limit shall not exceed 10 working days;

- In case of deleting the debt record of land use fees and registration fees, the settlement time is within the working day to receive all the debt cancellation documents; if the time of receiving all documents is after 3:00 p.m. the same day, the debt cancellation can be resolved on the next working day;

- In case of granting a Certificate of land use rights and ownership of assets attached to land according to the detailed construction planning or adjusting the detailed construction planning as prescribed in Clause 3, Article 23 of Decree No. 101/2024/ND-CP, it shall not exceed 05 working days;

- In case of registration of changes in land use purpose as prescribed in Clause 3, Article 121 of the Land Law, the time limit shall not exceed 07 working days.
