The deadline for registration of changes in land use rights and ownership of assets attached to land in cases of conversion of agricultural land use rights without following the plan of consolidation and exchange of plots; transfer, inheritance, donation of land use rights, ownership of assets attached to land, capital contribution in the form of land use rights, ownership of assets attached to land; lease, sublease land use rights in infrastructure business construction projects; sell or donate or inherit or contribute capital in assets attached to State leased land in the form of annual land lease as prescribed in Decision No. 3380/QD-BNNMT effective from August 25, 2025.

- Document composition:

a) In the case of conversion, transfer, inheritance, capital contribution in the form of land use rights, ownership rights of assets attached to land; lease, sublease land use rights in infrastructure construction and business projects; sell or inherit or contribute capital in assets attached to leased land of the State in the form of annual land lease; donate land use rights, ownership rights of assets attached to land

+ Application for registration of changes in land and assets attached to land according to Form No. 18 issued with Decree No. 151/2025/ND-CP.

+ Certificate issued.

+ Contract or document on transfer of land use rights and ownership of assets attached to land in cases of conversion, transfer, inheritance, capital contribution using land use rights and ownership of assets attached to land.

+ Contract or document on the sale or donation or to inherit or contribute capital in assets attached to land according to the provisions of the law on civil matters in the case of State leased land in the form of annual land lease.

+ Documents on leasing or subleasing land use rights in cases of leasing or subleasing land use rights in infrastructure construction and business projects.

+ drawings for land division and consolidation according to Form No. 22 issued with Decree No. 151/2025/ND-CP in cases of land change registration that require land division and consolidation.

+ Land plot cadastral map extracts for cases where land users need to measure to re-determine the size of the edges and area of the land plot.

+ Documents of agreement on the issuance of a common Certificate of land use rights and ownership of assets attached to land in cases where many people receive a transfer of land use rights and ownership of assets attached to land.

+ Document of the mortgagor on agreeing to allow the mortgagor to transfer or donate land use rights and ownership of assets attached to land in cases of transfer or donation of land use rights and ownership of assets attached to land where the land use rights and ownership of assets attached to land are being mortgaged and have been registered at the Land Registration Office, Branch of the Land Registration Office.

+ Documents on representation according to the provisions of the law on civil matters in cases of carrying out procedures for registration of land and assets attached to land through representatives;

b) In the case of land users donating land use rights to the State or communities or expanding traffic routes:

For mountainous communes, islands, remote areas, areas with difficult socio-economic conditions, areas with especially difficult socio-economic conditions, the implementation period shall not exceed 18 working days.

- No more than 04 working days for procedures for leasing or subleasing land use rights in infrastructure construction and business projects;
