Accordingly, heads of Party committees and heads of units consider this an important and regular task, must directly lead, direct, and assign specific tasks according to the 4-clear criteria (clear people, clear work, clear responsibilities, clear completion time) to strictly and effectively implement.
Mobilize all forces and means of agencies, organizations and people to participate in natural disaster response, search and rescue (if necessary). Strengthen the communication network from the province to the grassroots, ensure smooth two-way information in all situations and report promptly to effectively handle when natural disasters occur.
Timely inform the situation of natural disasters, rain and floods widely; Notify points at risk of not ensuring safety due to the impact of rain and storms to have prevention plans. Resolutely evacuate people and property of agencies, organizations and individuals to safe places, absolutely do not let people travel or move in dangerous areas.
The Provincial Police and Military Party Committees; the Provincial Vietnam Fatherland Front Party Committee and socio-political organizations; Party Committees of People's Committees of communes and wards should closely monitor weather developments, urgently evacuate and relocate people and vehicles and assets from dangerous areas to safe places, especially areas at risk of storms, floods, high probability of deep flooding, landslides, flash floods, etc.
Previously, the People's Committee of Lao Cai province issued 2 urgent telegrams to departments, branches and localities to proactively respond to storms and heavy rains, the risk of flash floods, landslides, and inundation, ensuring the safety of people's lives and property and the State.
Currently, localities are simultaneously reviewing villages, hamlets, alleys, landslide risk points, and areas with signs of landslides to mobilize and propagate people to evacuate to safe places.
