The notice period for land recovery to people whose land is recovered is stipulated in Article 32 of Decree 102/2024/ND-CP as follows:

3. Within 10 days from the date of receipt of the dossier, the People's Committee at the competent level is responsible for notifying the land recovery to the person whose land is recovered, the owner of the property attached to the land, and the person with related rights and obligations (if any). People whose land is recovered, owners of assets attached to land, and people with related rights and obligations are responsible for handling assets on land within the time limit prescribed in the land recovery notice from the date of receipt of the land recovery notice but not exceeding 45 days, except for the case specified in Point b, Clause 7 of this Article.
4. Within 15 days from the date of expiration of the notice of land recovery period prescribed in Clause 3 of this Article, the People's Committee at the competent level shall be responsible for issuing a decision on land recovery and directing the implementation of the land recovery decision. In case the land user does not comply, the land recovery decision will be enforced.
5. Responsibilities of people whose land is recovered
a) Comply with the land recovery decision;
b) Hand over land and documents on land use rights to competent authorities and individuals specified in the land recovery decision.
6. Responsibility of the People's Committee at the competent level
a) Notice of land recovery to land users and posted on the portal or electronic information page of the People's Committee at the provincial or district level;
b) Direct the handling of the remaining value of the value invested in land or assets attached to land (if any) according to the provisions of law;
c) Direct the People's Committees at the district level to organize the enforcement of the land recovery decision as prescribed in Article 39 of this Decree;
d) Allocate funds for compulsory land recovery.
Thus, within 10 days from the date of receipt of the dossier, the People's Committee at the competent level is responsible for notifying the land recovery to the person whose land is recovered, the owner of the property attached to the land, and the person with related rights and obligations (if any).
