Giving opinions at the conference to collect opinions from ministries, branches and provinces and cities in the Northern region on the draft Law amending and supplementing a number of articles of the Land Law on August 8, delegates focused on contributing opinions to the Draft Law, and at the same time proposed amending and supplementing a number of contents that are stuck in implementation.
Vice Chairman of Ninh Binh Provincial People's Committee Nguyen Thanh Chuc mentioned a number of issues.
Regarding compensation and site clearance, Mr. Chuc said that in the past, there needed to be a resettlement plan before reclaiming it, but in reality, when implementing public investment projects, it took a long time. He said that the draft Law amending the regulation stipulates that in case the land user and owner of property attached to the land agrees to reclaim the land before approving the compensation, support and resettlement plan, the Chairman of the People's Committee of the commune where the land is reclaimed will decide to reclaim the land before approving the compensation, support and resettlement plan - this is completely reasonable, and will solve many problems.
Regarding the land price list, Mr. Chuc shared: "The most frightening thing is to make land prices, who is assigned to make land prices is the struggle from the provincial leaders to experts".
Regarding the plan, he agreed with the second option designed in the draft, which is that the Government should specify in detail the cases of applying the land price list.

Regarding the land price list, Mr. Phan Trong Tan - Vice Chairman of Phu Tho Provincial People's Committee - said that the surplus method is not at fault, and is also used by countries around the world. He said that building a land price list is difficult, how to build so that all the blocks, plots, and dusty banks have land prices? Can it be built? He suggested that the ministries and the Government should provide detailed instructions to localities when developing land price lists. Even if a land price list has been built, how will it be applied?
At the conference, Ms. Trinh Thi Thu Huyen - Deputy Director of the Department of Agriculture and Environment of Lao Cai province - gave comments related to planning and land use plans. Ms. Huyen said that the viewpoint of the Department of Agriculture and Environment of Lao Cai province is to eliminate commune-level land use planning. Because reality proves, the approved planning wants to be adjusted. Regarding this, the majority of delegates present at the conference also proposed to remove commune-level land use planning.
Regarding compensation, support, and resettlement when the state reclaims land, Ms. Huyen said that Lao Cai is in trouble, there have been cases where there are only a few hundred square meters of rice fields and 1 temporary house demanding 17 billion VND.
"Although the local government has accompanied the enterprise down to make a plan, the enterprise is willing to pay 5 times more but still cannot, the project eventually goes bankrupt" - Ms. Huyen said.

Therefore, Ms. Huyen said that she strongly agrees with the draft Law amending the proposal that the State support land recovery when businesses reach an agreement of over 75% on the area.
In the draft Law amending the 2024 Land Law, the Ministry of Agriculture and Environment proposes 2 options for applying the land price list and land price adjustment coefficient: Option 1: Specifically regulating cases of applying the land price list; Option 2: Assign the Government to specify in detail the cases of applying the land price list.
At the conference, the majority of delegates supported option 2.
