Documents and documents needed to carry out procedures
- Application for registration of changes in land and assets attached to land according to Form No. 18 issued with Decree No. 151/2025/ND-CP.

- Land plot cadastral map extracts for cases where land users need to measure to re-determine the size of the edges and area of the land plot.
- Documents on representation according to the provisions of civil law in cases of carrying out procedures for registration of land and assets attached to land through representatives.
Authority to carry out procedures
- The competent authority decides:
+ The land registration office implements for domestic organizations, religious organizations, affiliated religious organizations, foreign organizations with diplomatic functions, and economic organizations with foreign investment capital.
+ Land registration office or Branch of the Land registration office for individuals and Vietnamese people residing abroad who are Vietnamese citizens or residential communities.
- The agency directly performing administrative procedures: Land registration office or Branch of the Land registration office.
- Coordinating agency (if any): tax agency
Forms of application submission
- Submit directly to the Public Administration Service Center or the Land Registration Office or Branch of the Land Registration Office.
- Pay via postal service.
- Submit online on the Public Service Portal.
- Submit at the location agreed upon between the registration ungender and the Land Registration Office, Branch of the Land Registration Office.
Time for processing documents
No more than 7 working days. For mountainous communes, islands, remote areas, areas with difficult socio-economic conditions, areas with especially difficult socio-economic conditions, the implementation period shall not exceed 17 working days.
Steps to carry out the procedure
Step 1: Submit the registration documents to the provincial agency as follows:
- Individuals, communities, and people of Vietnamese origin abroad submit documents to the Public Administration Service Center, Land Registration Office or Branch of the Land Registration Office.
- Domestic organizations, religious organizations, foreign organizations with diplomatic or economic functions with foreign investment capital submit documents to the Public Administration Service Center or the Land Registration Office.
The file can be a copy of the document with the original for comparison, the original, a notarized/ certified copy, or a digital file when submitted online.
In case of confirmation of changes on the issued Certificate, the original Certificate must be submitted.
In case of submitting a copy or digital copy of all documents, when receiving the results, the registered person must submit the original documents according to regulations.
Step 2: The dossier receiving agency implements:
- Check the completeness of the dossier components; issue a dossier receipt and schedule a return of results.
In case the documents are not complete, the documents must be returned with the Supplement and Complete Application Form so that the applicant can register to complete and supplement according to regulations.
- In case the Public Administration Service Center receives the dossier, the dossier shall be transferred to the Land Registration Office or Branch of the Land Registration Office.
Step 3: The Land Registration Office, Branch of the Land Registration Office shall:
- Check and sign the cadastral map extract when the land user needs to re-determine the size and area of the land plot.
- Record or extract a cadastral map of a land plot in a place where there is no cadastral map or a damaged paper map, in case the Certificate has not been used for cadastral maps and the land user needs to issue a new Certificate.
- send the Information Transfer Form No. 19 issued with Decree No. 151/2025/ND-CP amended and supplemented by Decree 226/2025/ND-CP to the tax authority to determine and notify financial obligations according to regulations in cases where financial obligations must be fulfilled.
- Adjust, update changes in land records, issue new or confirm changes to Certificates in cases where financial obligations are not fulfilled; issue Certificates or send them to the dossier receiving agency to issue to the land user.
In case financial obligations must be fulfilled, the above tasks shall be carried out when there is information from the database or documents proving that financial obligations have been fulfilled.
