According to the reflection of people in Nam Sam Son ward, Thanh Hoa province, recently, there has been a situation in the area where an individual household uses a truck to transport pumps and fuel tanks to retail for people in neighborhoods.
People said that buying and selling gasoline in this form is very difficult for the authorities to manage invoices and tax payments. In addition, transporting gasoline and oil all over the roads poses a potential risk of insecurity and fire and explosion if an incident occurs.
To attract buyers, sellers often offer lower prices than at gas stations and are willing to bring them to their homes for sale. Seeing the cheap and convenient price, many people have chosen to buy even though their origin and quality are unknown.
According to the investigation, the owner of the mobile vehicle for selling gasoline was located in village 1, the old Quang Dai commune (now Nam Sam Son ward). Gasoline sales take place in many time frames, most in the afternoon. Buyers only need to order, the vehicle will come to their home and be pumped directly into the prepared plastic cans.

Talking with Lao Dong Newspaper reporters, a representative of Nam Sam Son Ward People's Committee confirmed that the locality had grasped the information of the incident and was handing it over to the authorities for verification and clarification.
"Immediately after receiving the information, we handed it over to the police for investigation and collected related documents. The local viewpoint is that if violations are detected, they will be strictly handled according to the law" - said a representative of Nam Sam Son Ward People's Committee.

It is known that the situation of trucks carrying petroleum pumps for sale on the street in localities, especially in coastal communes, has appeared many times and has been handled by the authorities.
Most recently, in March 2025, a man in Quang Loc commune, the old Quang Xuong district, also used a truck carrying a fuel pump to sell in the old Quang Thai commune.
After the discovery, the police drew up a record of violations due to petroleum trading not in accordance with regulations, not ensuring fire prevention and fighting conditions, security and order and mobile petroleum trading conditions.
