On June 24, Mr. Nguyen Ngoc Sam - Vice Chairman of Quang Ngai Provincial People's Committee chaired a working session with departments, branches, and related units to assess the situation of land use fee collection and consider plans to adjust the 2026 land use fee collection estimate of localities in the province.
According to the Department of Finance, the total estimated land use fee revenue in 2026 assigned by the Provincial People's Council is 3,328 billion VND; of which, regulated to the central budget is 499.2 billion VND, provincial budget revenue is 2,246.3 billion VND and commune budget revenue is 582.5 billion VND.
As of June 22, 2026, total land use fees collected in the province reached more than 822 billion VND, equal to 24.7% of the annual estimate. Of which, revenue regulated to the central budget reached 123.4 billion VND, equal to 24.7% of the estimate; provincial budget revenue reached 215 billion VND, equal to 9.6% of the estimate; commune-level budget revenue reached 484 billion VND, equal to 83.1% of the estimate.
The progress of land use fee collection in the first 6 months of the year is still low compared to requirements, especially provincial budget revenue. The Provincial Land Fund Development Center is implementing 45 projects with a total estimated revenue of over 1,880 billion VND. However, only 7 projects with a total estimated revenue of about 117 billion VND ensure progress; the remaining projects are all behind schedule compared to the plan assigned by the Provincial People's Committee.
The revenue from land use fees at commune level achieved positive results, equal to 83.1% of the assigned estimate. Many localities have completed and exceeded the revenue plan in the first 6 months of the year, so they proposed that the Provincial People's Committee consider adjusting to increase the revenue estimate for land use fees in 2026 compared to the plan assigned at the beginning of the year, contributing to effectively exploiting budget revenue from land.
Concluding his speech, Mr. Nguyen Ngoc Sam requested agencies, units, and localities to uphold the spirit of responsibility and consider the task of collecting land use fees as a central and consistent task; to be more proactive and drastic, closely following the Plan to implement the auction of land use rights and collect land use fees in 2026 of the Provincial People's Committee to achieve and exceed the assigned plan in the year.
He also requested the Provincial Land Fund Development Center to actively coordinate with departments, agencies, branches, and localities to focus on removing difficulties and obstacles; accelerate the progress and procedures for implementing land fund exploitation projects for provincial-level projects according to the plan.
Assign the Department of Agriculture and Environment to organize training and guidance for localities to organize land use right auctions and collect land use fees in accordance with regulations.
The Quang Ngai Provincial Tax Department proactively works with localities, reviews and summarizes proposals to increase the 2026 land use fee revenue estimate of localities. On that basis, coordinate with the Department of Finance to advise the Provincial People's Committee to consider and adjust to increase the 2026 land use fee revenue estimate of localities according to the provisions of the State Budget Law.
