According to Lao Dong's records, these days, functional forces of Thanh Xuan ward are urgently deploying the dismantling of works that meet the conditions to hand over the site of Ring Road 2.5 project. Along with that, the movement of people's property is also supported by the government, ensuring safety, order and environmental sanitation.
According to Chairman of Thanh Xuan Ward People's Committee Do Quang Duong, immediately after the city issued an order to build an emergency project, the Party Committee, government and forces of the ward focused on inventorying, developing compensation, support, and resettlement plans; and at the same time propagating, mobilizing, and dialoguing with households in the land acquisition area.
One of the contents that people are interested in is resettlement. The city has a plan to remove obstacles, creating a basis for the locality to continue to complete the approval, payment and mobilization of people to hand over land.
For eligible cases, the ward organizes immediate demolition, and at the same time, supports people to move property, ensuring safety, order and environmental sanitation. Because many works are located deep in residential areas, the ground is narrow, and machinery is difficult to access in some places, the forces must closely coordinate in the implementation process" - Chairman of Thanh Xuan Ward People's Committee said.
Previously, Thanh Xuan ward handed over about 8,000m2 of cleared land to the Hanoi City Traffic Construction Investment Project Management Board, serving the construction of the 2.5 Ring Road project, Nguy Nhu Kon Tum - Nguyen Trai section.
At the same time, the ward continues to complete the tasks to hand over the remaining area in the total recovered area of about 1.5ha, equivalent to nearly 40% of the area to be recovered in the area.
The handed over land area includes 4 groups of areas. In which, the Quan Nhan - Nhan Hoa street intersection area has an area of 4,411.1m2, including land for the Ward Police headquarters, Ward People's Committee headquarters, Ao Ngoi But land area managed by the Ward People's Committee and a part of traffic land on Nhan Hoa street, Quan Nhan street.
The remaining areas include 1,076.6m2 of traffic land at the intersection of Hoang Dao Thuy street, Nguy Nhu Kon Tum street, alley 116 Nhan Hoa street; 1,170.9m2 of traffic land in the Nguyen Trai street area; 1,300.65m2 belonging to 28 households and individuals who have handed over land and dismantled works on land.
After handover, Thanh Xuan ward continues to collect waste and remaining materials to serve barricades, machinery gathering and construction; at the same time, coordinate to handle arising problems within the project scope.
According to the latest report data, the Thanh Xuan Ward Compensation, Support and Resettlement Council has met to approve and publicize 472/472 draft plans, reaching 100% of the counted cases, about 300 cases basically agreed with the draft plan and proposed early approval to organize payment and hand over land for project implementation.
Thanh Xuan Ward organized the payment of progress bonuses for site handover to 149 cases that handed over the site on schedule, with an amount of 3.525 billion VND; 38 cases have demolished works on the land. About 15,514m2/39.100m2 of land has been recovered, approximately 40% of the total land area to be recovered.
Ring Road 2.5 section passing through Thanh Xuan ward is nearly 1km long, with a cross-section of about 50m, with a land area to be recovered of more than 39,000m2. The road passes through a densely populated residential area, including the old Nhan Chinh village area, related to 472 land plots and about 700 households, so site clearance is very difficult.
