At the regular press conference on the afternoon of 8.5, the representative of the Department of Agriculture and Environment of Ho Chi Minh City said that recently, this unit and related departments have identified 81,085 documents that have not yet completed the certificate of certification for home buyers at commercial housing development projects in the area. After the review, the authorities classify problems into six main groups including: The group waiting to complete the financial obligations; The group has not yet submitted the book application; New real estate group; The group must perform additional financial obligations; The group has other problems; And the group is in the process of inspection and investigation.
Implementing the direction of the City Party Committee and the People's Committee of Ho Chi Minh City, in recent times, relevant departments and units have actively removed difficulties, speeding up the progress of granting pink books to people.
To date, 63,821 out of a total of 81,085 records have been resolved, reaching a rate of 78.7%. Of which, group 1 includes 8,159 documents that are not legally entangled, only waiting for financial obligations to be fulfilled, which have been completely handled by the City Land Registration Office since May 20, 2024. Group 2, including 30,061 dossiers with no legal problems but home buyers or investors have not submitted dossiers, the department has directed the Land Registration Office to urgently receive and resolve them immediately when people submit additional dossiers.
Group 3 includes 8,918 apartments in 29 new real estate projects, in which the granting of pink books for Officetel and Shophouse types has been resolved thanks to the new regulations in the 2024 Land Law, currently the dossiers in this group are being received and processed.
For group 4, including 19,958 apartments in 39 projects that must fulfill additional financial obligations, the department has resolved difficulties in 16 projects, equivalent to 6,977 apartments, reaching a rate of 41%. For group 5, including 3,125 apartments in 6 other projects with problems, 5 projects, equivalent to 3,113 apartments, have been handled, reaching a rate of 99.6%. Group 6 with 8,235 apartments in 18 projects under inspection and investigation alone has been resolved in 10 projects, reaching a rate of 55% with 3,952 apartments.
In the coming time, the Department of Agriculture and Environment will continue to implement solutions to remove obstacles for projects that still have problems, especially in the last three groups.
Responding to the press's reflection on the situation of many projects not being granted pink books due to regulations on social housing obligations, Mr. Pham Tan Loc - Deputy Head of the Registration Department, Ho Chi Minh City Land Registration Office - confirmed this fact. Currently, the unit is drafting a report to the Ho Chi Minh City People's Committee, from which the city will seek the Prime Minister's direction to have a unified handling direction, avoiding overlap in implementation.
