Proposal to increase the number of deputy cap
On the morning of May 14, continuing the 9th session, the National Assembly discussed in the hall the draft Law on Organization of Local Government (amended).
Contributing opinions to the draft Law on Organization of Local Government (amended), Delegate Pham Van Hoa - National Assembly Delegation of Dong Thap province said that currently, the law does not stipulate the structure and number of Vice Chairmen of Provincial People's Councils and Vice Chairmen of Provincial People's Committees.
However, in the context of merging provinces, some provinces were newly established from 2 or 3 old merged provinces, so the area was very large, the population increased, Mr. Hoa proposed to increase the number of Vice Chairmen of the Provincial People's Council and Vice Chairmen of the Provincial People's Committee to ensure management and operation.

"The Government is requested to study and calculate the population size and area. It is likely that in the coming time, it will increase to 4-5 people because the province is large, in management work, especially at the deputy level, they have many jobs. I think it is necessary to increase more people to exercise the right to run the government" - Mr. Hoa analyzed.
Concerns about the commune-level government pushing the move to the provincial government
In the Draft Law on Organization of Local Government (amended), Point g, Clause 2, Article 11 stipulates:
"The issues related to the scope of the two administrative units at the commune or higher are under the jurisdiction of the district authorities; issues related to the scope from the two administrative units of the district or higher are under the jurisdiction of the provincial government;
Delegate Nguyen Hai Dung - Delegation of the National Assembly of Nam Dinh province said that this provision can easily lead to the commune -level government pushing to the provincial government and the provincial authorities to push the job to the central level without resolving itself from the beginning, not promoting the initiative in serving the people, not showing the goal of building the government near the people, killing the people and serving the people.

Taking the example from the reality, Mr. Dung introduced the situation, two communes bordering but belonging to the two administrative units at the provincial level, when there was a problem related to each other, for example, dust flew from one commune to the other commune, the river embankment of this commune caused landslides of the river bank of the other commune, the discharge of livestock waste of this commune people affecting the people of the other commune, ... will have to be taken to the central agency to resolve the authority of the two provinces.
"If such cases have to be handled by central state agencies as prescribed in the draft Law, it will be very complicated, such as time-consuming, many procedures, and having to mobilize many agencies, organizations and unions to participate. While these things, the authorities of the two communes and the authorities of the two provinces can solve them" - Mr. Dung raised the issue.
From this practice, National Assembly deputies proposed to have simpler solutions according to the motto of local decisions, local implementation, local responsibility.
"The proposal to add an exclusion regulation to this point is "unless the relevant localities can solve that problem themselves".
If the simple task that the local government can resolve itself from the beginning, it is very stable, not according to the provisions of the law, it must be taken to the Central immediately because of the administrative area of the two provinces " - Mr. Dung said.
