According to the Ho Chi Minh City Department of Construction, as of July 11, localities in the city are urgently paying compensation, support and arranging resettlement for people affected by the Ho Chi Minh City Ring Road 4 project.
The Ho Chi Minh City Ring Road 4 project has a total length of about 207 km, connecting industrial centers, logistics and key seaport systems of the Southeast region. The route passes through Ho Chi Minh City, Dong Nai and Tay Ninh after adjusting administrative boundaries.
In which, the 47 km section through Binh Duong (before the merger) was started in June 2025. The remaining sections with a length of about 160 km with a total investment of more than 120,400 billion VND, were approved for investment policy by the National Assembly in June 2025.
After merging with Binh Duong and Ba Ria - Vung Tau, the length of Ring Road 4 passing through Ho Chi Minh City increased from about 17 km to nearly 83 km - the largest in the entire project.
To deploy site clearance work, Ho Chi Minh City is divided into three component projects.
Component project 1-1, the section from Toc Tien - Chau Pha intersection to Chau Duc bridge, with a total investment of about 4,289 billion VND, of which the central budget supports 20 billion VND, and the rest from the local budget.
The project recovers about 193.96 hectares of land, affecting about 1,004 cases in Tan Thanh ward and Chau Pha and Chau Duc communes.
The city has approved compensation, support, and resettlement plans and is organizing payments to people. About 284 cases eligible for resettlement have been allocated resettlement quotas by the Ho Chi Minh City People's Committee.
Component project 1-3, section from Saigon River to Thay Cai canal, total investment of about 7,050 billion VND from the local budget.
The project recovers more than 204 hectares of land in Tan An Hoi and Nhuan Duc communes, affecting about 1,495 cases. Currently, the compensation plan has been approved and localities are implementing payments.
It is expected that about 249 households will be resettled in the Resettlement Area to serve site clearance for the Ho Chi Minh City - Moc Bai expressway project.
Component project 1-5, the section from the border of Tay Ninh province to Hiep Phuoc Port, has a total investment of about 1,740 billion VND from the local budget.
The project recovers about 39.92 hectares of land. The compensation plan has been approved and about 40 cases will be arranged for resettlement in resettlement area T30, Nha Be commune.

Ho Chi Minh City sets a target to complete the entire site clearance work in August 2026, creating conditions for the project to start construction in the third quarter of 2026.
According to the plan, Ring Road 4 HCMC will be invested in phase 1 with 4 expressway lanes, along with a system of service roads and side roads, expected to be completed and put into operation in 2028.
When completed, the route will become a strategic traffic axis of the region, connecting Ho Chi Minh City with the Southeast, Southwest and Central Highlands provinces; and at the same time strengthen links with Hiep Phuoc Port, seaport system, logistics centers and Long Thanh airport.
The project is also expected to contribute to reducing traffic pressure for the inner city area and gateway routes of Ho Chi Minh City, creating motivation for socio-economic development for the entire region.
