On April 9, recording along National Highway 13 (Hiep Binh ward), the section from Binh Trieu bridge to Vinh Binh bridge, many houses have been dismantled.
Some households subject to full clearance have been relocated, giving land to the project.





Meanwhile, some cases are partially affected, proactively cutting the front part, going deeper in about 15m and repairing the house to stabilize life.


The project to upgrade and expand National Highway 13 has a total investment of nearly 21,0000 billion VND, of which compensation, support and resettlement costs account for more than 14,600 billion VND from the Ho Chi Minh City budget.
According to Hiep Binh Ward People's Committee, the project needs to recover land from 1,041 cases. To date, the locality has paid compensation to 598 cases with a total amount of nearly 4,400 billion VND.
However, the number of cases that have handed over land is still very limited, reaching only 25 cases, corresponding to an area of 0.26/39.54ha.




The progress of compensation and site clearance is still slow compared to the requirements of the Ho Chi Minh City People's Committee. One of the main reasons is the lack of housing and land funds for resettlement.
According to the Ho Chi Minh City Department of Construction, previously the city arranged 178 apartments and land plots (including 31 apartments and 147 land plots) to serve resettlement. However, through review, actual demand has increased significantly, with about 250 cases needing land plot arrangement and 92 cases needing apartments.
Compared to the approved fund, there is currently a shortage of 103 land plots and 61 apartments. This shortage directly affects the progress of compensation, support and resettlement arrangement for people.
Faced with the above situation, the Ho Chi Minh City Department of Construction has proposed to the Ho Chi Minh City People's Committee to adjust the implementation progress. Specifically, the payment of compensation and site handover is expected to be completed in June 2026.
The work of allocating land plots in the field and issuing land use right certificates to people is also aimed at being completed in the same time. Construction permit issuance is expected to be implemented in July 2026.
For technical infrastructure, compensation and relocation support will be completed in June 2026, and relocation is expected to last until December 2026.

The construction and installation item of the National Highway 13 expansion project alone has a total capital of about 6,281 billion VND, implemented in the form of public-private partnership (PPP), BOT contract.
The section of National Highway 13, about 6km long from Binh Trieu bridge to Vinh Binh bridge, will be expanded to 60m. On the main axis, an elevated road will be built about 3.55km long with 4 lanes, allowing traffic at a maximum speed of 80km/h. Below is a parallel road system from 8 - 10 lanes, with a maximum speed of 60km/h.
The entire route will arrange 10 intersections. Notably, in the Binh Loi and Binh Phuoc elevated bridge areas, a two-way underpass will be built to increase traffic flow. In addition, Duc Nho and Ong Dau bridges will also be expanded to ensure synchronization.

Initially, the project was expected to start construction at the end of 2026. However, during the implementation process, the project has encountered many problems due to the same route as Metro No. 3 (An Ha - Hiep Binh Phuoc) and Metro No. 2 (section passing through Binh Duong province previously),... causing progress to be slower than planned.
Currently, the Ho Chi Minh City Department of Construction is proposing to the Ho Chi Minh City People's Committee to adjust the commencement time to 2027, and complete the entire project in December 2028.
