On June 26, the Hanoi People's Committee issued Decision No. 3196/QD-UBND on leasing 3,680m2 of land in Bich Hoa commune, Thanh Oai district to Nguyen Phuc Construction and Trading Joint Stock Company to implement the Pimex Petroleum Store Project at Km3+500, National Highway 21B.
The project is implemented according to Decision No. 3238/QD-UBND dated June 21, 2024 of the City People's Committee, approving the investment policy and investor. The land has a location and boundary determined from landmark 1 to 9 in the diagram accompanying the Minutes determining the boundary on November 16, 2021 of the Department of Natural Resources and Environment and the 1/500 scale Master Plan drawing prepared by Hatico Construction Investment Consulting Joint Stock Company, which has been approved by the People's Committee of Thanh Oai district.
Of the total area of 3,680m2 of land, 2,039.4m2 of land outside the red line boundary is leased by the State, collecting annual fees for a period of 50 years; the remaining 1,640.6m2 is under the road opening planning corridor, land allocation without land use fees and is not allowed to construct works. This land, after infrastructure is built, will be handed over to the locality for management.
Nguyen Phuc Construction and Trading Joint Stock Company is responsible for fulfilling financial obligations to the tax authority, converting the purpose of land use from rice fields to non-agricultural land according to regulations, applying for a construction permit and implementing the project in accordance with the approved plan. The project must be put into use within 12 months from the date of land handover on site.
In case of delay of more than 24 months, the Company is allowed to request an extension once for a maximum period of 24 months. If the extension period expires but the land is still not put into use or is used for the wrong purpose, the Hanoi People's Committee will reclaim the land without compensation for the land, assets attached to the land and remaining investment costs.
