The Ho Chi Minh City - Moc Bai Expressway has a total length of nearly 51 km, starting from Cu Chi district (Ho Chi Minh City) and ending in Ben Cau district (Tay Ninh province).
The expressway section passing through Ho Chi Minh City is more than 24 km long, with a total land area to be recovered of 182.25 hectares, affecting 1,808 households. This is component project 3 - compensation, support and resettlement in Ho Chi Minh City.
Of the total number of affected households, about 254 households are eligible for resettlement land, 178 cases of building houses on agricultural land and 11 households have non-agricultural land that is not residential land.
To ensure the rights of affected households, the People's Committee of Cu Chi district has estimated the total cost of compensation and resettlement support at up to VND 7,102 billion, an increase of VND 1,832 billion compared to the previous estimate due to application under the new Land Law.
According to the plan, compensation and resettlement support for the section passing through Ho Chi Minh City will be approved in January 2025 and compensation payments (phase 1) will begin from April 2025 for households that have agreed on agricultural land and residential land.
To date, about 99% of affected households have had their information and land use documents fully collected, ready for compensation payment.
In Cu Chi district, there are currently two resettlement projects serving households affected by the Ho Chi Minh City - Moc Bai expressway.
These are the resettlement area in Pham Van Coi commune with an area of 16.71 hectares and the resettlement area in Tan Thanh Tay commune with an area of 26.5 hectares. These two areas are currently rubber plantation land managed by Ho Chi Minh City Dairy Cow One Member Co., Ltd.
However, both of these areas are currently facing many planning problems, affecting the implementation progress. To ensure the relocation progress, the People's Committee of Cu Chi district has proposed prioritizing investment in technical infrastructure for the resettlement area in Pham Van Coi commune.
Ho Chi Minh City plans to start construction of the Ho Chi Minh City - Moc Bai Expressway on April 30, 2025 and complete it by the end of 2027. This expressway not only plays an important role in connecting Ho Chi Minh City with Tay Ninh, but is also located on the Trans-Asia route, connecting Vietnam with Cambodia, thereby promoting international trade.
Among the 11 affected communes, Trung Lap Ha commune was the most affected with 343 households having their land recovered, of which 50 cases had their residential land affected.
Next is Tan Thanh Tay commune with 373 households having their land recovered, of which 111 cases affected residential land.
Tan Thanh Dong commune was also greatly affected with 328 households having their land recovered and 10 of them having their residential land affected.
Phuoc Thanh commune has 158 households affected by land acquisition, with 36 cases affected on residential land.
Nhuan Duc commune has 279 households whose land was recovered, of which 92 cases affected residential land.
In Phu Hoa Dong commune, 180 households will be affected, with 25 cases of affected residential land.
Other communes such as Phuoc Vinh An, Trung Lap Thuong and Tan Phu Trung were also affected but to a lesser extent.
