The Ho Chi Minh City People's Committee has just approved two component projects on compensation, support and resettlement under the project to upgrade National Highway 1 - a vital traffic route connecting the city with the Western provinces.
Component project 1: implemented in Binh Tan district (formerly), now Tan Tao and An Lac wards, with a total capital of nearly 1,068 billion VND. The entire route has 101 households whose land has been reclaimed, of which 61 households have been cleared.
Component project 2: implemented in Binh Chanh district (formerly) - now in Tan Nhut commune and Binh Chanh commune, with a total capital of nearly VND 8,543 billion. In this area, about 2,140 households had their land reclaimed, of which 1,761 households were cleared.
The total cost of compensation, support and resettlement for the two component projects is up to VND9,611 billion, accounting for more than half of the total estimated investment of VND16,285 billion for the entire project.
The Ho Chi Minh City People's Committee assigned the authorities of Tan Tao, An Lac wards and Tan Nhut and Binh Chanh communes to approve the compensation, support and resettlement plan in the second and third quarters of 2026.

In parallel with the two compensation projects, component project 3 will upgrade and expand National Highway 1 from Kinh Duong Vuong to Long An border under the BOT (build - operate - transfer) form, with a total capital of more than VND 6,600 billion.
The nearly 10 km long section will be expanded to 60 m, including 10 - 12 lanes, replacing the existing 6 lanes.
6 - 8 main lanes in the middle of the route (speed 80 km/h) serve fast traffic, with toll collection. The two parallel roads on both sides (speeding 60 km/h) serve motorbikes and mixed vehicles and do not charge fees.

The project also builds more bridges and underpasses at major intersections. Binh Thuan intersection (intersection between National Highway 1 - Nguyen Van Linh Avenue - Ho Chi Minh City - Trung Luong Expressway access road) will be built with 3 floors.
The tunnel floor consists of two two two-way 4-lane underpasses, directly connecting Nguyen Van Linh and the expressway. The land is used for a central roundabout to help divert vehicles. The upper floor is an overpass system including an existing 4-lane bridge and two newly built parallel bridges. The project also arranges two pedestrian bridges on the expressway and Nguyen Van Linh access routes.

The An Lac intersection will have a 4-lane overpass built at the National Highway 1 - Kinh Duong Vuong - Tran Dai Nghia intersection, allowing vehicles to travel directly through the main axis, reducing traffic conflicts.
At Binh Dien Bridge across Cho Dem River, two more parallel bridges will be built, each with 2 lanes, next to the existing bridge with 8 lanes.
The Ho Chi Minh City People's Committee assigned the Ho Chi Minh City Department of Construction to urgently conduct an architectural competition for the intersections of Binh Thuan, Kinh Duong Vuong and Binh Dien Bridge in October 2025, and at the same time complete the Feasibility Study Report before December 15, 2025.
The project is expected to start construction in 2026 and be completed in 2028.
The section of National Highway 1 from Kinh Duong Vuong to the border of Long An (now Tay Ninh province) is located at the southern gateway of Ho Chi Minh City, directly connecting to Vo Van Kiet, Nguyen Van Linh axes, Ho Chi Minh City - Trung Luong Expressway and Mien Tay Bus Station.
For many years, this route has often been seriously congested, due to the narrow road surface and lack of a median strip between cars and motorbikes, which poses a potential risk of traffic accidents.
When completed, the project will create a continuous traffic axis with Ring Roads 2, 3 and 4, helping to shorten travel time and reduce traffic congestion at gateways.
