Highway 13
National Highway 13 through Thu Duc City is one of five key projects being upgraded and expanded under the BOT (build-operate-transfer) model, thanks to the special mechanism from Resolution 98.
According to the pre-feasibility study report, the 5.95 km long section of National Highway 13 (from Binh Trieu Bridge to the border of Binh Duong province), currently 19 m to 26 m wide, will be expanded to 60 m.
The project includes building a 4-lane elevated road, 3.7 km long from Binh Trieu intersection to Binh Phuoc intersection. Parallel road below, 3 lanes wide on each side. Building two-way underpasses at Binh Trieu intersection and Binh Phuoc intersection.
The total preliminary investment of the project is nearly 20,000 billion VND, of which site clearance costs account for more than 14,500 billion VND.
The project needs to recover about 18.6 hectares of land from 1,149 households in Hiep Binh Chanh and Hiep Binh Phuoc wards.
In Hiep Binh Chanh ward, 0.6 ha needs to be recovered, with 405 houses to be cleared, including 230 completely cleared houses.
In Hiep Binh Phuoc ward, more than 12.5 hectares need to be recovered, with 744 houses to be cleared, of which 95 houses will be cleared.
According to the Ho Chi Minh City Department of Transport, the pre-feasibility study report will be completed in early 2025. The project is expected to start construction in the first quarter of 2026 and be completed in 2028.
National Highway 13 is the main traffic route connecting Thu Duc City, Binh Duong Province with the center of Ho Chi Minh City. While the section through Binh Duong has been expanded to 8-10 lanes, the section through Ho Chi Minh City is currently only 4-6 lanes wide, creating a "bottleneck" causing congestion.
Belt 2
This December, the People's Committee of Thu Duc City will issue a compensation, support and resettlement plan for households and organizations affected by the implementation of two sections of Ring Road 2 through the area.
Of which, section 1 is 3.5 km long from Phu Huu bridge to Vo Nguyen Giap street (formerly Hanoi Highway). Section 2 is nearly 3 km long, from Vo Nguyen Giap to Pham Van Dong street.
The total land acquisition area is more than 61 hectares, affecting about 1,166 households. The estimated compensation and support cost is about 7,600 billion VND.
According to the draft compensation plan, the highest residential land price is 111.5 million VND/m2 on the frontage of Pham Van Dong Street. The lowest level is more than 26 million VND/m2, applied to land on small roads. Agricultural land has compensation prices ranging from 7.78 - 9.4 million VND/m2, depending on the type of land and location.
Households will be resettled at: Dai Nhan residential area (in Van Phuc urban area, Hiep Binh Phuoc ward); Dong Tang Long urban area (Long Truong and Truong Thanh wards); 50-hectare resettlement area (Cat Lai ward); Long Binh - Long Thanh My resettlement area; apartment buildings such as C8 (Tang Nhon Phu A ward); Lot R7 Duc Khai apartment building (An Khanh ward); Apartment block CD area 17.3 hectares (An Khanh ward).
For households that agree, the Thu Duc City People's Committee said that compensation will be paid in December. People who hand over their land early will be supported with procedures for granting certificates at resettlement areas, provided with house models, construction permits and instructions on changing land use purposes for the remaining area.
Both sections of Ring Road 2 are targeted to start construction in June 2025 and be completed in 2027.
