Luong Dinh Cua Street - the main traffic route connecting the eastern gateway of Ho Chi Minh City, began to be upgraded in 2015 with a total investment of about 826 billion VND.
The project is 2.5 km long, extending from Tran Nao Street to An Phu intersection, with a scale of expanding the road surface to 30 m.
After many delays, the Ho Chi Minh City Traffic Construction Investment Project Management Board (investor) said that Luong Dinh Cua Street (from Nguyen Hoang Street to Tran Nao intersection) will be opened to traffic before Lunar New Year 2025.
As of December 2, Luong Dinh Cua Street from Cao Duc Lan Street to An Tu Cong Chua Street has basically completed the expansion, helping traffic here to be more open.
Two sections near Nguyen Hoang Street and Tran Nao intersection are under urgent construction.
At the section from Cao Duc Lan Street to Nguyen Hoang Street, workers are spreading crushed stone and compacting the road surface, preparing to lay asphalt concrete.
From An Tu Cong Chua Street to Tran Nao Roundabout, there are still two bunkers occupying the road surface. The bunker near An Tu Cong Chua Street has completed the gravel paving and is ready for asphalt.
In contrast, the large bunker near Tran Nao intersection is "inactive", occupying most of the road surface and becoming a place for machinery. The fence of the bunker is rusted and seriously degraded, while the four electric poles here have not been relocated.
Major bottleneck at Nguyen Hoang - An Phu section
Although the section from Nguyen Hoang Street to Tran Nao Street will be open to traffic before Lunar New Year 2025, the remaining section of Luong Dinh Cua Street - from Nguyen Hoang Street to An Phu intersection (600 m long) is still unclear when it will be completed.
This section has only expanded one-third of the right side of the road, causing serious congestion because it connects major traffic axes such as Mai Chi Tho Street, Ho Chi Minh City - Long Thanh - Dau Giay Expressway and Nguyen Thi Dinh Street.
The main reason is the problem of 22,000 m² of land belonging to the An Phu Development Urban Area project, invested by Thu Thiem Real Estate Joint Stock Company. This area involves 64 households that need to be cleared, but there is no consensus on responsibilities between the parties.
Furthermore, the 22,000 m² area also overlaps with the An Phu intersection construction project - a key project expected to be completed by the end of 2025 to reduce congestion in the eastern area. The delay in compensation has affected the progress of both projects.
To solve the difficulty, the Department of Natural Resources and Environment of Ho Chi Minh City has proposed that the People's Committee of Ho Chi Minh City submit to the Prime Minister to adjust the land area down by 22,000 m².
The Management Board of Traffic Construction Investment Projects of Ho Chi Minh City will be assigned to add about 10,054 m² to the compensation plan of the An Phu intersection project, to carry out compensation, support and resettlement according to regulations.
Thu Thiem Real Estate Joint Stock Company and related units must repay compensation costs and continue to complete technical infrastructure as required.
Thu Duc City People's Committee will review and renovate the remaining area of about 11,958 m² to develop residential areas, creating favorable conditions for construction and improving the quality of life of local residents.
