Accordingly, the draft of the Ho Chi Minh City Planning for the period 2021-2030 and vision to 2050 together with the Project to adjust the Ho Chi Minh City General Planning to 2040, vision to 2060 (being submitted to appraisal and approval agencies) have proposed the establishment of these new urban areas.
Ho Chi Minh City will develop according to a multi-center urban model, combined with many ecological spaces, divided into five urban zones: Center, East (Thu Duc City), North, West and South.
Northern Urban
The Northern urban area includes the area north of National Highway 1, in District 12, Hoc Mon and Cu Chi. This will be the area that concentrates on key functions such as entertainment, cultural services, resorts, health care, ecological services and high-tech agriculture. In addition, the Northern urban area also develops the fields of education, industry and ecological - cultural - historical tourism.
It is forecasted that the population of the Northern urban area will reach about 4.5 million people by 2040. The main center of this urban area will be located in the North Hoc Mon and South Cu Chi areas, conveniently connecting to key routes such as Ring Road 3, National Highway 22 and Moc Bai - Ho Chi Minh City Expressway. The regional centers will be located in the center of the existing Cu Chi district and the urban area along the Saigon River, Trung An area.
Western Urban
The Western urban area includes the area east of National Highway 1, stretching from Binh Tan district to the north and center of Binh Chanh district, extending to the west of Can Giuoc river.
This will be an area for urban development of industry, commercial services, biomedicine and technology, with regional medical and educational centers.
It is forecasted that the population of the western urban area will reach about 2.4 million people by 2040. The main center of this urban area will be located in Tan Kien area and vicinity, focusing on health and education functions.
Other central areas will be planned along Nguyen Van Linh Boulevard, at Hung Long University Urban Area, and connected to a large-scale public transport system.
Southern Urban
The southern urban area includes the area south of the Doi Canal (District 8), east of the Can Giuoc River (Binh Chanh District), District 7, Nha Be and Can Gio. This area will focus on developing high-tech, knowledge-based economy, eco-tourism, culture - arts, logistics and marine industry.
The population of the southern urban area is forecast to reach about 3.1 million people by 2040. The main center will be expanded from Phu My Hung area to the South, connecting with Phuoc Kien urban area (Nha Be district).
In addition, regional centers will be developed along Nha Be River, Nguyen Van Linh Boulevard, and in the Can Gio coastal urban area, connecting to the center of the expanded Can Thanh urban area.
