Mr. Nguyen Duc Minh, 57 years old, Ha Tu ward, Quang Ninh province, cannot remember the meeting between leaders of Quang Ninh province, authorities, project investors and related people on November 15th, which was the first meeting on the Infrastructure Investment Project for Construction - Business of the New Urban Area North of Cau Bang (Bac Cau Bang Project), Thong Nhat commune.
However, up to now, the red book of the land that he spent money to buy decades ago, at a price of 1.1 million VND/m2, has not been found anywhere. The entire project site is currently covered with thousands of reeds and weeds.
Before 2010, when real estate fever broke out, some businesses wanted to invest in real estate projects far from the center of the old Ha Long City, but now, even with a fairly fast urbanization rate, those areas are still far from the center.

Among these is the Bac Cau Bang Project, Thong Nhat Commune, formerly in Hoanh Bo District, located along Cua Luc Bay, invested by Thong Nhat 508 Joint Stock Company.
The land fever cooled down, the Bac Cau Bang project was also almost inactive. It is estimated that there have been nearly 1,000 secondary investors stuck in this project since then.
Mr. Minh and many others hope that with its increasingly beautiful location, located on the shore of Cua Luc Bay and this bay planned to become a new development center, this will be the last meeting on resolving the legitimate rights of the people.
The Bac Cau Bang project was approved by the People's Committee of Quang Ninh province in 2003. In 2005, the project adjusted the investor to Thong Nhat 508 Joint Stock Company (under the Transport Construction Corporation 5)
The project has a total investment of over 418 billion VND with an area of 134 hectares, including 2 phases. Phase 1 has an area of 56 hectares, including site clearance on the entire area of 134 hectares and construction of technical infrastructure works within the boundaries of phase 1; phase 2 has an area of 78 hectares and the completion of infrastructure construction according to the approved plan.

The company has completed compensation and site clearance since 2008 and was handed over land on site in the first phase, phase 1 in 2008 with an area of over 471,000 m2, of which the area has been granted a land use right certificate is over 112,000 m2. At the same time, 100% of the volume of the ground leveling was completed, constructions were built on internal traffic roads and some roads were poured with concrete. The company has also paid land use fees, land use late payment fees and signed contracts with 858 cases.
In particular, after the People's Committee of Ha Long City (old) adjusted the Detailed Planning at a scale of 1/500 for the new urban residential area of Bac Cau Bang, in July 2025, the Company coordinated with the People's Committee of Thong Nhat Commune to publicly announce the plan and organize an agreement with customers. Accordingly, in terms of overall structure, phase 1 of the project basically kept the Planning, adjusted the Planning approved by the Provincial People's Committee and only partially adjusted the land plots. For the area of phase 2, it will be adjusted to be eliminated from the project implementation boundary.

These current problems are financial procedures related to project adjustment; appraisal, appraisal and enforcement of project investment decisions, arising financial obligations.
The People's Committee of Quang Ninh province requires relevant departments and branches to coordinate with project investors and secondary investors, striving to be able to hand over land use right certificates to households by the first quarter of 2026.
