Ho Chi Minh City People's Committee has just issued a detailed plan with 20 steps to implement the Project on compensation, support, resettlement and construction of service roads and side roads under the Ring Road 4 construction investment project in the city. The goal is to complete site clearance work by August 2026.
According to the plan, the city requires mobilizing the participation of the entire political system, and at the same time strengthening close coordination between investors, departments, branches and local authorities in affected areas.
16 wards and communes whose land was recovered to make Ring Road 4 of Ho Chi Minh City, including: Hiep Phuoc, Nhuan Duc, Tan An Hoi (formerly Ho Chi Minh City); Chau Pha, Chau Duc, Tan Thanh (formerly Ba Ria - Vung Tau province); Binh Duong, Hoa Loi, Long Nguyen, Tay Nam, Thoi Hoa, Binh Co, Tan Uyen, Vinh Tan, Thuong Tan, Bac Tan Uyen (formerly Binh Duong province).
Ho Chi Minh City emphasized the clear assignment of responsibilities to each agency and unit throughout the implementation process to ensure progress, synchronicity and compliance with legal regulations.
Land recovery work must be carried out publicly and transparently, ensuring the legitimate rights of the people, and handing over the site on schedule to improve project investment efficiency.

The Ho Chi Minh City Ring Road 4 project has a total length of about 207 km, passing through Ho Chi Minh City, Dong Nai and Tay Ninh after the merger. In which, the 47 km section through Binh Duong (formerly) was started in June 2025.
The remaining sections are about 160 km long, with a total investment of more than 1,204 billion VND, and the investment policy was approved by the National Assembly in June 2025.
After merging with Binh Duong and Ba Ria - Vung Tau, the length of the route passing through Ho Chi Minh City increased from about 17 km to nearly 83 km - becoming the locality with the largest route length in the entire project.
Compensation and site clearance work in Ho Chi Minh City is divided into 4 component projects.
Component project 1-3 (section from Saigon River to Thay Cai canal) has been approved with a total capital of about 7,050 billion VND from the city budget. Compensation, support and resettlement costs alone account for about 5, 223 billion VND. This project recovers more than 207 hectares of land in Tan An Hoi and Nhuan Duc communes, with about 1,495 affected cases. Of which, 227 cases are expected to be arranged for resettlement.
Component project 1 (section from Thu Bien Bridge - Saigon River, through Binh Duong province before) needs to recover about 250.46 hectares of land, affecting 1,598 households, individuals and organizations. Currently, compensation work has been implemented and about 14.6% of the site has been handed over, and payments are continuing to be made to accelerate progress.
Component project 1-1 (section from Toc Tien - Chau Pha intersection to Chau Duc bridge, passing through Ba Ria - Vung Tau province previously), the city has allocated 284 land plots to Tan Thanh ward and Chau Pha commune to serve resettlement.
Component project 1-5 (section from the border of Tay Ninh to Hiep Phuoc port).
Ho Chi Minh City sets a target to start construction of public investment component projects (including 1-1, 1-3, 1-5) before May 19, 2026.
For projects implemented in the form of public-private partnerships (PPP), Ho Chi Minh City strives to approve them in the second quarter of 2026 and start construction at the end of the year.
The entire Ho Chi Minh City Ring Road 4 is expected to be completed in the second quarter of 2028 and put into operation in the same year.
When put into operation, Ring Road 4 of Ho Chi Minh City will become a strategic traffic axis, connecting the Southeast, Southwest and Central Highlands regions; at the same time, strengthening links with Long Thanh airport and seaport system, contributing to reducing traffic pressure for the inner city area and gateway routes of Ho Chi Minh City.
