Ho Chi Minh City People's Committee has just issued a document directing departments, branches and related units to accelerate the progress of important national projects and key transport sector projects in the area.
The Ho Chi Minh City Ring Road 4 project was requested by the Chairman of the Ho Chi Minh City People's Committee to complete all investment preparation procedures in time for commencement on May 19, 2026.
The Chairman of the Ho Chi Minh City People's Committee assigned the Department of Construction to preside over and coordinate with relevant agencies to urgently prepare, appraise and approve the Project Feasibility Study Report, ensuring the set progress.

Ring Road 4 HCMC has a total length of about 207 km, passing through HCMC, Dong Nai and Tay Ninh (after merger).
In which, the Ring Road 4 section 47 km long through Binh Duong (before the merger) was started in June 2025.
The remaining sections with a total length of about 160 km, with a total investment of more than 1,204 billion VND, have been approved for investment policy by the National Assembly in June 2025.
After merging with Ba Ria - Vung Tau and Binh Duong, the length of the route passing through Ho Chi Minh City increased from about 17 km to nearly 83 km - becoming the locality with the largest length on the entire route.
Phase 1, the project is invested on a scale of 4 expressway lanes, design speed of 100 km/h. Site clearance is carried out on a scale of 8 lanes, creating a reserve land fund for future expansion.
The Ho Chi Minh City People's Committee has established a Project Implementation Steering Committee, with the participation of leaders of Ho Chi Minh City, Dong Nai, Tay Ninh and related departments and branches to strengthen coordination, remove obstacles, and accelerate the implementation progress.
According to the plan, the entire Ring Road 4 of Ho Chi Minh City is expected to be completed in the second quarter of 2028 and put into operation in 2028.

Ring Road 4 HCMC is an inter-regional expressway, playing a role in connecting important radial axes such as: Bien Hoa - Vung Tau expressway; HCMC - Long Thanh - Dau Giay expressway; HCMC - Thu Dau Mot - Chon Thanh expressway; HCMC - Moc Bai expressway; HCMC - Trung Luong expressway.
When completed, Ring Road 4 of Ho Chi Minh City will not only help connect the Southeast region with the Southwest region and the Central Highlands, but also open up new development space, effectively exploit land funds, and create motivation to promote industry, urban areas and logistics.
This route will help optimize the circulation of goods between industrial parks, urban areas and seaports, especially connecting to Long Thanh International Airport.
Along with Ring Road 3 of Ho Chi Minh City being implemented, Ring Road 4 of Ho Chi Minh City will form a remote ring road system, supporting inter-provincial traffic diversion.
Vehicles heading Northwest - Southeast can circulate conveniently outside the Ring Road 3 of Ho Chi Minh City; vehicles from National Highway 13, National Highway 22 can quickly connect to the Long An port area (Tay Ninh), Hiep Phuoc (Ho Chi Minh City).
Ring Road 4 HCMC also opens up a connecting route between the former Binh Duong area and Long Thanh International Airport, in addition to Ring Road 3 HCMC and the HCMC - Long Thanh - Dau Giay expressway.
