160 land plots were allocated to Tan Thanh Ward People's Committee, including 80 plots in the resettlement area serving Chau Duc Industrial - Urban Area and 80 plots in the Southern resettlement area of Ngai Giao commune.
Chau Pha Commune People's Committee is allocated 110 plots in Long Huong Ward Resettlement Area. Chau Duc Commune People's Committee is allocated 14 plots in the Southern Resettlement Area of Ngai Giao Commune.
The Ho Chi Minh City Department of Construction is responsible for notifying the location of land plots as a basis for the People's Committees of localities and the Ba Ria Ward Construction Investment Project Management Board to develop and approve detailed plans for compensation, support and resettlement, and at the same time organize land allocation to people in accordance with regulations.
The People's Committees of Tan Thanh ward, Chau Pha commune and Chau Duc commune are assigned to approve the plan to organize the implementation, management and use of the resettlement land fund in accordance with legal regulations and the approved compensation plan. Localities are responsible to the People's Committee of Ho Chi Minh City for the appropriateness of land allocation, ensuring the right subjects, and preventing comparisons and complaints from arising during the implementation process.
Long Huong Ward People's Committee and Ngai Giao Commune People's Committee are responsible for issuing decisions to allocate resettlement land to households under the project according to the approved plan, ensuring compliance with legal regulations. In the process of implementation, if problems arise, units are guided to contact the Department of Agriculture and Environment for support.
The Ho Chi Minh City Ring Road 4 project has a total length of about 207 km, passing through Ho Chi Minh City, Dong Nai and Tay Ninh.
In which, the 47 km section through Binh Duong was previously started in June 2025. The remaining sections are about 160 km long, with a total investment of more than 1,204 billion VND, and the investment policy was approved by the National Assembly in June 2025.
After merging with Ba Ria - Vung Tau and Binh Duong, the length of the route passing through Ho Chi Minh City increased from about 17 km to nearly 83 km, becoming the locality with the largest route length.
In phase 1, the project is invested on a scale of 4 expressway lanes, design speed of 100 km/h; site clearance is carried out on a complete scale of 8 lanes to reserve land for future expansion.
Ho Chi Minh City sets a goal to complete investment preparation procedures to start the project on May 19, 2026. At the same time, the Ho Chi Minh City People's Committee has established a Project Steering Committee with the participation of leaders of Ho Chi Minh City, Dong Nai, Tay Ninh and related departments and branches to strengthen coordination, remove obstacles and accelerate progress.
According to the plan, the entire Ring Road 4 is expected to be completed in the second quarter of 2028 and put into operation in the same year.
When put into operation, the road will become a strategic traffic axis connecting the Southeast, Southwest and Central Highlands regions, strengthening links with Long Thanh airport, seaport system, and contributing to reducing traffic pressure for the inner city area and gateway routes of Ho Chi Minh City.
