Ho Chi Minh City accelerates land recovery in 4 wards to build North-South high-speed railway

Ho Chi Minh City is accelerating land recovery in An Khanh, Binh Trung, Long Truong and Long Phuoc wards to serve the North-South high-speed railway project.

The Ho Chi Minh City People's Committee has just assigned the Department of Construction to preside over and coordinate with the Thang Long Project Management Board (Ministry of Construction) to soon determine and unify the boundaries and land acquisition scope of the North-South high-speed railway project (section passing through Ho Chi Minh City).

This is the basis for the Thu Duc City Compensation and Site Clearance Board to map the land recovery location, serve the announcement of policies, complete legal documents; and at the same time organize the preparation, submission for appraisal, approval and implementation of compensation, support and resettlement projects according to regulations.

The Ho Chi Minh City People's Committee also assigned the Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board to urgently prepare a report proposing investment policies for the project to build technical infrastructure for the resettlement area serving the North-South high-speed railway project. After being approved, the project must be quickly implemented to meet the housing needs of affected people.

Due to the urgency, the Ho Chi Minh City People's Committee requests relevant units to seriously implement and ensure the completion of tasks in May 2026. In case of difficulties arising beyond authority, it is necessary to promptly report for consideration and handling.

According to the previous plan, Ho Chi Minh City planned to approve the compensation, support, and resettlement project in October 2025 and complete the construction of the resettlement area in the second quarter of 2026. However, this progress has been delayed, forcing the City to accelerate implementation in the current period.

The North-South high-speed railway line through Ho Chi Minh City is about 17 km long, going parallel to the Ho Chi Minh City - Long Thanh - Dau Giay expressway, through An Phu intersection on the Mai Chi Tho axis before connecting to Thu Thiem station.

The current status of the site is divided into many sections with different levels of clearance. The section from An Phu intersection to Ring Road 2 HCMC has a planned road boundary of 116 m, and site clearance has been completed. Meanwhile, the section from Ring Road 2 to Ring Road 3 and the section from Ring Road 3 to Dong Nai River still have many vacant land areas interspersed with houses, which have not been cleared.

Ho Chi Minh City preliminarily determined the total area to be recovered is about 110 hectares in An Khanh, Binh Trung, Long Truong and Long Phuoc wards.

In which, Thu Thiem station has an area of about 17.3 hectares, currently there are still houses and land has not been cleared. Long Truong Depot is about 60.5 hectares wide, mainly agricultural land, has not been recovered.

According to the review, the entire route has about 200 affected houses. The city plans to arrange 106 households into resettlement apartments at Linh Trung apartment building. For the remaining 94 households, resettlement land will be arranged in Long Binh - Long Thanh My area, sub-zone 2 (phase 2).
