The Ho Chi Minh City People's Committee has just issued a decision to pilot the reorganization of the Thu Duc City Compensation and Site Clearance Board into the Ho Chi Minh City Compensation and Site Clearance Board, directly under the Department of Agriculture and Environment.
According to the decision, the Ho Chi Minh City Compensation and Site Clearance Board is a public non-business unit, with legal status, seal and separate account.
The Board is assigned the function of organizing the implementation of compensation, support, resettlement and site clearance for large-scale projects in the city, including projects in the form of public-private partnerships (PPP).
The Board will develop and implement compensation plans when the State recovers land; investigate, survey, measure, inventory assets; pay compensation and support money; coordinate resettlement arrangements; and participate in answering and handling issues related to people whose land is recovered. The unit also performs a number of public service services according to regulations.
Regarding the organizational structure, the Board includes the Director, Deputy Directors and 4 professional departments: Administration - General; Planning - Finance; Compensation and site clearance nghiệp vụ; Propaganda and mobilization, inspection of dossiers and settlement of complaints.
The Ho Chi Minh City People's Committee assigned the Department of Agriculture and Environment to organize the arrangement of the apparatus, arrange personnel and complete regulations on the functions, tasks, and powers of the unit according to regulations.
Previously, at the end of June 2025, when implementing the 2-level local government model, Ho Chi Minh City reorganized 22 Compensation and Site Clearance Boards in Thu Duc City and districts into 22 boards directly under the Department of Agriculture and Environment.
By February 2026, the city will continue the rearrangement roadmap when merging 37 regional project management boards, 21 compensation and site clearance boards and 13 branches of the Land Fund Development Center into 37 construction investment project management boards directly under the commune-level People's Committee.
