Sharing about the readiness to hand over the site for the project, Ms. Dang Thi Hue, a resident of Phuoc Long B ward, said: “We accept the relocation, but the State needs to complete the project soon. For households that agree to the relocation, the State agency must compensate and support appropriately. In particular, households wishing to resettle on the spot need to be resolved harmoniously, so that people can feel secure to start a new life.”
Mr. Vo Tri Dung - Head of Compensation and Site Clearance of Thu Duc City, said that the Beltway 2 project through Thu Duc City includes two sections: the section from Phu Huu Bridge to Vo Nguyen Giap Street and the section from Vo Nguyen Giap Street to Pham Van Dong Street, with a total length of more than 6km.
The total area of land recovered is 61.15 hectares, affecting 1,164 households and organizations.
As of early October 2024, the Thu Duc City Compensation and Site Clearance Board has handed over the field boundaries to the relevant wards to prepare for compensation according to regulations. The consulting unit is conducting land valuation to determine the compensation unit price, then submitting it to the Compensation Council for approval.
Regarding the resettlement plan, the project plans to arrange 574 plots of land and 86 apartments for phase 1, while phase 2 will have 90 plots of land and 12 apartments.
However, only a few apartments are currently available for immediate resettlement. The remaining resettlement land funds need to complete legal and infrastructure before being eligible for resettlement, expected before November 2024.
Many households expressed their desire to be resettled near the clearance site. Therefore, Thu Duc City authorities have considered using public land funds around the project area to build resettlement areas, meeting the wishes of the people.
Mr. Hoang Tung - Chairman of Thu Duc City People's Committee, said that the locality is stepping up the verification of land origin and related documents to proceed with compensation.
He emphasized that the Compensation Board needs to grasp the thoughts and aspirations of each household, from which to have measures to propagate and mobilize people to agree. In addition, digitizing compensation records will help the process become more transparent and easier to monitor.
“We will publicize the compensation policy so that people can monitor the progress, and at the same time publicize the resettlement areas and support policies, creating conditions for people to feel secure in handing over the land, speeding up the progress of the Ring Road 2 project,” said Mr. Hoang Tung.
Chairman of the Ho Chi Minh City People's Committee Phan Van Mai also directed Thu Duc City to complete disbursing at least VND7,600 billion in compensation capital for the project by the end of this year.
According to the Ho Chi Minh City Traffic Construction Investment Project Management Board, if the site is handed over on schedule, construction of these two sections of Ring Road 2 will begin in the second quarter of 2025 and be completed in 2027.
The two sections of Ring Road 2 through Thu Duc City were approved by the Ho Chi Minh City People's Council for investment in late 2023 with a total cost of about VND13,871 billion.
Both projects will have their entire land cleared from the beginning, 67m wide, then parallel roads will be built on both sides with 6 lanes (each road is 17m wide, 3 lanes). The vacant land in the middle of the route will be reserved for future road expansion.
